CALL TO ORDER
The October 17, 2022 Village Board meeting was called to order by President Chris Zellner at
6:02 p.m.
ROLL CALL
Present: Nila Frye, Phil Willems, Erin Moran, Joe Zitzelsberger, Gary Herzberg, Chris Zellner
and Sam Kaufmann.
Also Present: Todd Schmidt, Bryan Kleinmaier, Renee Meinholz, Bill Frederick, Sue McDade,
Jared Heyn, Brian Adler, Dave Kopp, Erick Plumb, Tim Semmann, Duane Statz, Adam
Kreitzman and Cindy.
CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official
notices, and online availability)
Public postings, official notices, and online availability were confirmed by Village Clerk Karla
Endres for open meeting compliance.
PUBLIC COMMENT*
Lauren Kramer, 2410 Kilarney Way, support of the Wildcat Classic temporary liquor license.
Matt Saltzberry, 500 6th Street, support of Wildcat Classic temporary liquor license. Michelle
McGrath, 1708 Dunwoody Lane, asked the Board to make good choices for the community.
Robert McPherson, 1703 Alexandria Ct, spoke in support of the Wildcat Classic temporary
liquor license. Kerri Kane, 6467 Old 113 Road, spoke against the Wildcat Classic temporary
liquor license.
Todd Schmidt briefly updated the Board on the integration of the Ho-Chunk nation emblems
into the village welcome signs and flying the Ho-Chunk nation flag at Village Hall.
JOINT AGENDA ITEMS WITH FINANCE COMMITTEE
1 Call to Order - Finance Committee
Called to order at 6:23 pm. Roll Call: Joe Zitzelsberger, Chris Zellner, Gary
Herzberg, Al Dassow, Paul Cardarella, James Elvekrog.
2 Discuss and Take Action on Village of Waunakee Budget Policies
The Finance Director presented the Village of Waunakee budget policies. Staff had no
recommended changes. Al Dassow suggested the Village consider developing a
policy to deal with unassigned fund balance in excess of the policy at year end. Joe Z
asked the Finance Director to add this to a future Finance Committee agenda for
further discussion. Motion by Chris Zellner, second by Al Dassow to approve the
Village of Waunakee Budget Policies. Motion passed: For:6, Against: 0.
3 Discuss and Take Action to Place on File Proposed 2023 Operating and Capital
Improvement Budget
The Finance Director, Village Administrator and Department Heads presented the
initial draft of the 2023 budget. Motion by Phil Willems, second by Joe Zitzelsberger
to direct staff to publish the notice as required by state statute that indicates that the
proposed budget is available for public review and schedule the public hearing for
November 21, 2022. Motion passed: For: 7, Against: 0.
4 Adjourn - Finance Committee
Motion by Al Dassow, second by Jim Elvekrog to adjourn the Finance Committee
meeting at 8:10 pm. Motion passed: For: 6, Against: 0.

Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Sam Kaufmann, second by Phil Willems to approve consent agenda items 1-6.

hours of 5:00 pm to 7:00 pm.

Application for Wildcat Youth Hockey Association for the Wildcat Classic at
The Ice Pond (1110 Prairie View Drive) on October 29, 2022
Todd Swenson, 1901 Tierney Drive, President of Waunakee Youth Hockey
Association spoke on behalf of the Wildcat Classic and the benefits it brings to the
association.
Alyssa Greiber, 2409 Gaelic Street, Tournament Director for Waunakee Youth
Hockey Association, addressed the operations of the tournament.
Motion by Phil Willems, second by Sam Kaufmann to approve an application for a
Temporary Class “B” / “Class B” license for Wildcat Youth Hockey Association for
the Wildcat Classic at The Ice Pond (1110 Prairie View Drive) on October 29, 2022.
Motion passed: For: 6, Against:1.
2 Discuss and Take Action on lease agreement with Waunakee Neighborhood
Connection related to former library building.*
Motion by Chris Zellner, second by Erin Moran to approve the lease agreement
between the Waunakee Neighborhood Connection and the Village, subject to final
review and approval by the Village Administrator and Village Attorney. Motion
passed: For: 7, Against: 0.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
