VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street December 19, 2022 6:00 PM Meeting Minutes CALL TO ORDER The December 19, 2022 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Nila Frye, Phil Willems, Erin Moran, Joe Zitzelsberger, Gary Herzberg, Chris Zellner and Sam Kaufmann. Also Present: Todd Schmidt, Renee Meinholz, Bill Frederick, Jared Heyn, and Tim Semmann CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. PUBLIC COMMENT* Linda Ashmore, 114 South Street, requested an alternative option for recording meetings until the new technology is available for use. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Sam Kaufmann , second by Phil Willems to approve consent agenda items 1-3. Motion passed, For: 7, Against: 0. 1 Approve Schedule of Bills Approve check numbers 86190-86217 totaling $129,932.57, US Bank in the amount of $143,457.83 and check numbers 86220-86238 totaling $251,377.67. 2 Approve Village Board Meeting Minutes from December 5, 2022 Approve Village Board Meeting Minutes from December 5, 2022 3 Approve Election Inspector Appointments Approve additional Election Inspector appointments for the remaining 2023 term. PUBLIC HEARING* 1 Public Hearing & Discussion/Action on a Request by Mike & Georgia Hinman for a Certified Survey Map & Rezone from County R-1 to Village ER-1, 5966 Cherokee Valley Pass, Town of Westport. Public hearing opened at 6:06 pm Tim Semmann presented the request for a certified survey map and rezoning. Public hearing closed at 6:07 pm Motion by Gary Herzberg, second by Phil Willems to approve of the request to re- zone land at 5966 Cherokee Valley Pass, Town of Westport from County R-1 to Village ER-1. Motion passed: For:7, Against:0. Motion by Phil Willems, second by Erin Moran to approve the two lot CSM, waiving the street frontage requirement. Prior to the Village signing the CSM, a copy of the access easement that demonstrates compliance with the minimum access standard to a public street shall be provided to the Village Attorney for review. A copy of the recorded access easement agreement and CSM shall be provided to the Village. Motion passed: For: 7, Against: 0. ADJOURN *As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public comment period on Board meeting agendas to afford an opportunity for valued public comments. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code require the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Land Acknowledgment: The Village of Waunakee acknowledges that the land we occupy is Teejop, ancestral territory of the Hoocąkra (Ho-Chunk Nation), People of the Sacred Voice. Hoocąkra are stewards of these lands and waters since time immemorial. Settlers attempted to forcibly remove them from their homelands by exploiting a series of land cessions and treaties, including the Treaty of 1832. However, the Hoocąkra resisted these conquests and asserted their sovereignty as a nation. We address this trend of dispossession by upholding Hoocąk woošgąra (way of life), sovereignty, culture, language, and environmental practices. Acknowledging these atrocities is only the first step towards reconciliation. Through relationship building, education, and action, the Village will advocate for a shared future with the Hoocąkra Nation. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request. Next scheduled meeting is January 3, 2023 6:00 PM.
