CALL TO ORDER
The November 6, 2023 Village Board meeting was called to order by Village President Kristin
Runge at 6:02 p.m.
ROLL CALL
Present: Nila Frye, Tricia Braun, Sam Kaufmann, Kristin Runge, Joe Zitzelsberger and Robert
McPherson.
Absent: Erin Moran

Public postings, official notices, and online availability were confirmed by Village Clerk Karla
Endres for open meeting compliance.
PUBLIC COMMENT*
Linda Ashmore, 114 South Street, requested that out of the ARPA funds related to the budget,
WNC and Food Pantry should receive $10,000 each.

Renee Meinholz presented the budget.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Nila Frye asked to remove item 4 and Kristin Runge asked to remove item 7 from the consent
agenda.
Motion by Sam Kaufmann, second by Robert McPherson to approve items 1,2,3,5 & 6 on the
consent agenda. Motion passed. For: 6, Against: 0.
Motion by Joe Zitzelsberger, second by Sam Kaufmann to authorize the display of the Ho-
Chunk Nation Flag above Village Hall during November 2023 in recognition of Native
American Heritage Month. Motion passed. For: 6, Against: 0.
Motion by Nila Frye, second by Kristin Runge to approve the donation of permanent decorative
lighting on the Village Park main shelter and the Village Center. Motion passed. For: 6,
Against: 0.

approve WEX in the amount of $3,128.78, US Bank in the amount of $159,683.90,
check numbers 87263-87288 totaling $744,596.71, 87289-87305 totaling

move to approve the donation of permanent decorative lighting on the Village Park
main shelter and the Village Center.
5 Approve Two-Lot CSM/Lot Line Adjustment Between Two Parcels Along Rusty
Lane in the Town of Springfield
Motion to not object to the proposed CSM that would adjust the lot line at 6531 Rusty
Lane in the Town of Springfield.
6 Approve Temporary Class "B" / "Class B" Retailer's License Application for St.
John Auction (114 E. Third Street) on December 2, 2023
approve an application for Temporary Class "B"/"Class B" license for St. John the
Baptist Catholic Church and School for an Auction on Saturday, December 2, 2023.
The license premise is identified as the cafeteria, kitchen, gym, and lobby located at
114 E. Third Street.
7 Recognizing Native American Heritage Month and Flying of Ho-Chunk Nation
Flag at Village Hall
motion to authorize the display of the Ho-Chunk Nation Flag above Village Hall
during November 2023 in recognition of Native American Heritage Month.

PRESENTATIONS

Organization) & Dane County Office of Energy & Climate Change Director
Kathy Kuntz
Kathy Kuntz presented sustainability opportunities available to businesses, residents
and schools by Dane County.
Isak Drangstveit gave a presentation on the efforts to create a sustainability committee
in Waunakee.
The Board would like to see this on the next Board agenda with a resolution for
creating a sustainability committee.
BUSINESS ITEMS
1 Discuss and Take Action on Reconsidering "No Mow May"
David Hogg, retired UW Professor and Director of UW Department of Entomology,
offered expert perspective on pollinator protection methods
Motion by Nila Frye, second by Sam Kaufmann to direct Village staff to bring
forward a draft ordinance for Board consideration to modify or repeal “No Mow
May.” Motion passed. For: 5, Against: 1 (Joe Zitzelsberger).
2 Discuss and Take Action on Policy for Remote Participation by Elected and
Appointed Members of Village Boards, Committees, and Commissions
Further discussion has been requested by the Board.
Motion by Kristin Runge, second by Joe Zitzelsberger to allow Mr. Tews to
participate in the CDA meeting on Wednesday, November 8, 2023. Motion Failed.
For 3, Against 3 (Nila Frye, Sam Kaufmann, Robert McPherson).
3 Discuss and Take Action on Changes to Horizons Newsletter Publication
Sue McDade presented the proposed changes to communication with the Horizons
Newsletter.
Motion by Sam Kaufmann, second by Robert McPherson to approve the 2-year
contract with American Solutions for Business/American Diversity for the redesign of
the Horizons publication. Motion passed. For: 6, Against: 0.
4 Discuss and Take Action on Resolution of Waunakee Area Emergency Medical
Service District Agreement Creating EMS District
Robert McPherson gave a summary of the redlined agreement.
Motion by Kristin Runge, second by Tricia Braun to approve the Resolution of
Waunakee Area Emergency Medical Service District - Agreement Creating EMS
District. Motion passed. For: 6, Against: 0.
5 Discuss and Take Action on Proposed 2024 Operating and Capital Improvement
Budget
No action expected
6 Discuss and Take Action on Extension of 12-Month Employee Recruitment and
Retention Strategy
Motion by Robert McPherson, second by Kristin Runge to approve extending the
Recruitment and Retention Strategy through 2024, or until employee handbook
adjustments are approved that would make the strategy unnecessary, noting that this
approval does not include a 2023 employee bonus. Motion passed. For: 6, Against: 0.
7 Discuss and Take Action on Issuance of a Municipal Revenue Obligation (MRO)
and Resolution for Welch Enterprise LLC.
Motion by Kristin Runge, second by Tricia Braun to approve the resolution
authorizing the issuance of the municipal revenue obligation to Welch Enterprise
LLC. Motion passed. For: 6, Against: 0.
8 Presentation and Discussion Regarding the Implementation of OnBoardGOV
No action expected.

PUBLIC COMMENT INSTRUCTIONS
WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on
the agenda, by emailing kendres@waunakee.com or in writing to Village Board, 500 W Main St.,
Waunakee, WI, 53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand
to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered
at the gallery podium for recording purposes. Accommodations can be provided for those unable to access
the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click
“raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which
hands are raised. Those wishing to provide oral comments remotely must have their full name displayed
within the Zoom application and must state address of residence. Virtual comments are only allowed for
those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be
allowed.
*As permitted by the Wisconsin open meetings law and while not required, the Village Board has chosen to allow
public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The
Village Board may not engage in discussion or take action during this period but may consider deferring the subject
to a later meeting with notice. State statute and/or Village Code require the Village Board to hold PUBLIC
HEARINGS on certain specified matters where the public can comment. The meeting chairperson will identify rules
for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board
to allow public comment, however the meeting chairperson can at their own discretion allow limited public
comments.
Land Acknowledgment: The Village of Waunakee acknowledges that the land we occupy is Teejop, ancestral
territory of the Hoocąkra (Ho-Chunk Nation), People of the Sacred Voice. Hoocąkra are stewards of these lands
and waters since time immemorial. Settlers attempted to forcibly remove them from their homelands by exploiting a
series of land cessions and treaties, including the Treaty of 1832. However, the Hoocąkra resisted these conquests
and asserted their sovereignty as a nation. We address this trend of dispossession by upholding Hoocąk woošgąra
(way of life), sovereignty, culture, language, and environmental practices. Acknowledging these atrocities is only the
first step towards reconciliation. Through relationship building, education, and action, the Village will advocate for
a shared future with the Hoocąkra Nation.
Any person who needs an interpreter or has a qualifying disability as defined by the Americans with
Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format
should contact the Village Clerk at (608) 850-8500 or kendres@waunakee.com at least forty-eight (48) hours
prior to the commencement of the meeting. Every reasonable effort will be made to accommodate requests.
