VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 5, 2024 6:00 PM Meeting Minutes CALL TO ORDER The August 5, 2024 Village Board meeting was called to order by Village President Kristin Runge at 6:01 p.m. ROLL CALL Present: Nila Frye, Tricia Braun, Sam Kaufmann, Kristin Runge, Erin Moran and Joe Zitzelsberger. Robert McPherson attended via zoom. Also Present: Todd Schmidt, Renee Meinholz, Bill Frederick, Lauren Dietz and Jared Heyn CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. PUBLIC COMMENT* None CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Nila Frye, second by Joe Zitzelsberger to approve consent agenda items 1-5. Motion passed. For: 7, Against: 0. 1 Approve Schedule of Bills approve Costco in the amount of $265.25, WEX in the amount of $6,206.31, US Bank in the amount of $157,531.06, check numbers 88345-88370 totaling $88,416.09, 88372-88399 totaling $428,998.29, and 88400-88415 totaling $50,919.24. 2 Approval of the Village Board Meeting Minutes from July 15, 2024 Approval of the Village Board Meeting Minutes from July 15, 2024 3 Approve Temporary "Class B" License Application for Waunakee Professional Women Winter Wine Walk approve the Temporary "Class B" License application for Waunakee Professional Women for the Waunakee Winter Wine Walk on November 15, 2024, with premises defined as business building proper (inside), not including any outside property connected to the business address. 4 Approve Karls Extraterritorial Jurisdiction Certified Survey Map (ETJ CSM) for a Lot Line Adjustment in the Town of Springfield Motion to not object to the proposed CSM that would adjust the lot line at 6338 Karls Road, Town of Springfield. 5 Approve Appointments to Waunakee Utilities Commission and Plan Commission Motion to approve appointment of Chris Zellner to the Waunakee Utility Commission and Michael Steinl to the Plan Commission as recommended by the Village President. REPORTS & ANNOUNCEMENTS 1 Sustainable Waunakee Ad Hoc Committee Did not meet. 2 Library Board Reported by Sam Kaufmann 3 Utilities Commission Reported by Kristin Runge 4 WaunaBoom Committee Reported by Kristin Runge 5 Senior Services Committee Reported by Sam Kaufmann 6 Waunakee Fire District Reported by Robert McPherson 7 Other Committees/Boards/Commissions None 8 Other Announcements Tricia Braun announced the second round of the housing betterment fund. Joe Zitzelsberger announced that the citizens academy is accepting applications and that national night out. PUBLIC HEARING* 1 Public Hearing and Discussion/Action on Amending the Submittal Requirements for Plan Commission Joe Zitzelsberger briefly explained the change requested for submittal requirements to the Plan Commission. Opened the public hearing at 6:09 pm. No comments made. Closed the public hearing at 6:10 pm. Motion by Kristin Runge, seconded by Tricia Braun to approve the ordinance changing Article II—Administration and Enforcement and Article III—Plats and Survey Maps to reflect current Village processes and best practices. Motion passed. For: 7, Against: 0. BUSINESS ITEMS 1 Discuss and Take Action on Possible Terms and Conditions for a Town of Springfield / Village of Waunakee Intergovernmental Agreement Bryan Kleinmaier explained the current situation that the Village does not have a current boundary agreement. The consensus of the Village Board is that they would like to proceed with a boundary agreement and have discussions with the Town of Springfield. There was a discussion on C & D being brought into the boundary agreement, the same as 8, 9 and 10 on the map presented in the packet. Flexibility to a boundary agreement is important. Todd Schmidt explained that the landowner interest will be the driving force. We need a boundary agreement that is less restrictive to the Village is the consensus. No action taken. 2 Discuss and Take Action on Proposed Second Amendments to Development Agreements (Brewery Expansion Project TID 9 and Warehouse Expansion Project TID 9) Related to Octopi Projects and Facilities A meeting has been scheduled with Octopi, Asahi and the Village to discuss the agreements. IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered at the gallery podium for recording purposes. Accommodations can be provided for those unable to access the podium. VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click “raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which hands are raised. Those wishing to provide oral comments remotely must have their full name displayed within the Zoom application and must state address of residence. Virtual comments are only allowed for those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be allowed. *As permitted by the Wisconsin open meetings law and while not required, the Village Board has chosen to allow public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in discussion or take action during this period but may consider deferring the subject to a later meeting with notice. State statute and/or Village Code require the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at their own discretion allow limited public comments. Land Acknowledgment: The Village of Waunakee acknowledges that the land we occupy is Teejop, ancestral territory of the Hoocąkra (Ho-Chunk Nation), People of the Sacred Voice. Hoocąkra are stewards of these lands and waters since time immemorial. Settlers attempted to forcibly remove them from their homelands by exploiting a series of land cessions and treaties, including the Treaty of 1832. However, the Hoocąkra resisted these conquests and asserted their sovereignty as a nation. We address this trend of dispossession by upholding Hoocąk woošgąra (way of life), sovereignty, culture, language, and environmental practices. Acknowledging these atrocities is only the first step towards reconciliation. Through relationship building, education, and action, the Village will advocate for a shared future with the Hoocąkra Nation. Any person who needs an interpreter or has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the Village Clerk at (608) 850-8500 or kendres@waunakee.com at least forty-eight (48) hours prior to the commencement of the meeting.
