VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street September 16, 2024 6:00 PM Meeting Minutes CALL TO ORDER The September 16, 2024 Village Board meeting was called to order by Village President Kristin Runge at 6:01 p.m. ROLL CALL Present: Nila Frye, Sam Kaufmann, Kristin Runge, Erin Moran, Joe Zitzelsberger and Robert McPherson. Absent: Tricia Braun Also Present: Todd Schmidt, Renee Meinholz, Bryan Kleinmaier, Bill Frederick, Lauren Dietz and Jared Heyn CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. PUBLIC COMMENT* Ed Schlappi, 790 Westbridge Trl, asked about progress on Hellenbrand Road and if the Village Board can do help to push communication with the townships. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Erin Moran pulled item 5. Motion by Sam Kaufmann, second by Joe Zitzelsberger to approve consent agenda items 1-4. Motion passed. For: 6, Against: 0. Motion by Erin Moran, second by Robert McPherson to approve resolution recognizing National Hispanic Heritage Month from September 15th to October 15th 2024. Motion passed. He made an announcement on the President’s Award of Excellence by the WMCA to Karla Endres. BUSINESS ITEMS 1 Discuss and Take Action on Fire Organizational Review and Future Needs Analysis by Robert Whitaker, McMahon Associates, Inc. Robert Whitaker summarized various key points and questions raised after the presentation given on August 16, 2024. There was a discussion amongst the Village Board with respect to complying with the state statutes and transitioning to compliance in the short term and preparing for the future of the Waunakee Fire Department. The Board further discussed the future agenda items for the creation of a fire commission and budgeting of a full-time fire chief and budgeting for a record keeping system. Remediation system for air quality for budgeting purchases. No action taken. 2 Discussion and Possible Action on a Proposal by Municipal Code Enforcement, LLC to Provide Code Enforcement Services for the Village of Waunakee Lauren Dietz gave a brief summary of the proposed code enforcement for a contract up to $51,000 for 20 hours per week. Alison Schwark from Municipal Code Enforcement LLC, gave a brief summary of their services. Motion by Nila Frye, second by Joe Zitzelsberger to direct staff to include in the 2025 budget proposal up to 20 hours of weekly code enforcement service, and authorize the Village Administrator to execute a contract with Municipal Code Enforcement, LLC if the final approved 2025 budget includes adequate funding. Motion passed. For: 6, Against: 0 3 Discussion/Possible Action on a Recommendation to Contract with Dane County Planning & Development to Update the Housing Chapter of the Village’s Comprehensive Plan Lauren Dietz briefly summarized the funding available through the county to assist with the technical aspect of the update to the planning and development of the comprehensive plan. Motion by Robert McPherson, second by Kristin Runge to direct staff to contract with Dane County Planning & Development to update the housing chapter of the Village’s comprehensive plan contingent upon removal of the public engagement portions of the agreement, if such portions of the agreement cannot be completed it be returned to the Board for further discussion. IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered at the gallery podium for recording purposes. Accommodations can be provided for those unable to access the podium. VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click “raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which hands are raised. Those wishing to provide oral comments remotely must have their full name displayed within the Zoom application and must state address of residence. Virtual comments are only allowed for those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be allowed. *As permitted by the Wisconsin open meetings law and while not required, the Village Board has chosen to allow public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in discussion or take action during this period but may consider deferring the subject to a later meeting with notice. State statute and/or Village Code require the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at their own discretion allow limited public comments. Land Acknowledgment: The Village of Waunakee acknowledges that the land we occupy is Teejop, ancestral territory of the Hoocąkra (Ho-Chunk Nation), People of the Sacred Voice. Hoocąkra are stewards of these lands and waters since time immemorial. Settlers attempted to forcibly remove them from their homelands by exploiting a series of land cessions and treaties, including the Treaty of 1832. However, the Hoocąkra resisted these conquests and asserted their sovereignty as a nation. We address this trend of dispossession by upholding Hoocąk woošgąra (way of life), sovereignty, culture, language, and environmental practices. Acknowledging these atrocities is only the first step towards reconciliation. Through relationship building, education, and action, the Village will advocate for a shared future with the Hoocąkra Nation. Any person who needs an interpreter or has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the Village Clerk at (608) 850-8500 or kendres@waunakee.com at least forty-eight (48) hours prior to the commencement of the meeting.
