CALL TO ORDER
The October 21, 2024 Village Board meeting was called to order by Village President Kristin
Runge at 6:00 p.m.
ROLL CALL
Present: Nila Frye, Tricia Braun, Sam Kaufmann, Kristin Runge, Erin Moran, Joe Zitzelsberger
and Robert McPherson.
Also Present: Todd Schmidt, Renee Meinholz, Bryan Kleinmaier, Cindy Moseman, Erik

JOINT AGENDA ITEMS WITH FINANCE COMMITTEE
1 Call to Order - Finance Committee
Paul Cardarella, Tom Wilson, Sara Whitley, Al Dassow, Joe Zitzelsberger, Robert
McPherson and Kristin Runge.
2 Discuss and Take Action on Village of Waunakee Budget Policies
Renee Meinholz briefly summarized the Village’s budget policies including the
Village Center’s and the Senior Center. There was the proposal to create a policy
similar to the Village Center.
The Finance Committee would like to have the Village Board give the committee
direction on the policies to take a closer look in the future.
Motion by Robert McPherson to recommend approving the policy change for the
senior center. Motion failed.
Motion by Tom Wilson, second by Al Dassow to recommend to the Village Board the
policies as they were presented but request that the Village Board send the policies
back to the Finance Committee to review and work on for the next year’s budget
process. Motion passed. For: 7, Against: 0.
Motion by Sam Kaufmann, second by Joe Zitzelsberger to approve the policy change
to the Senior Center policy and refer all policies back to the board for further review
and updates. Motion passed. For: 7, Against: 0.
3 Discuss and Take Action to Place on File Proposed 2025 Operating and Capital
Improvement Budget
Renee and Department Heads summarized key budgetary points for the different
village departments.
Motion by Joe Zitzelsberger, second by Kristin Runge to take a short recess at
7:57pm. Motion passed. For: 7, Against: 0.
Back in session at 8:06 pm.
Motion by Kristin Runge, second by Tom Wilson recommend to the Village Board to
direct staff to publish the notice as required by State Statute that indicates that the
proposed budget is available for public review and schedule the public hearing for
November 18, 2024. Motion passed. For: 7; Against: 0.
Motion by Erin Moran, second by Sam Kaufmann to direct staff to publish the notice
as required by State Statute that indicates that the proposed budget is available for
public review and schedule the public hearing.
Motion by Robert McPherson, second by Joe Zitzelsberger to amend the motion to
include the public hearing is November 18, 2024. Motion passed. For: 7, Against:0.
Action on Erin Moran’s motion with acceptance of the amendment. Motion passed.

4 Adjourn - Finance Committee
Motion by Tom Wilson, second by Al Dassow to adjourn the Finance Committee
meeting at 9:04 pm. Motion passed. For: 7, Against: 0.
Motion by Joe Zitzelsberger, second by Kristin Runge to recess for 5 minutes to
reorganize the room for the Village Board meeting. Motion passed. For: 7, Against:

1 Discuss and Take Action on Awarding the Bid for Police Department Addition
Project
Jon Wallenkamp of Kueny Architects LLC gave a brief explanation of the bids
received.
Motion by Joe Zitzelsberger, second by Kristin Runge to accept and award the bid
from Pepper Construction in the amount of $4,115,069.00 for the Waunakee Police
Department building addition. Motion passed. For: 7, Against: 0.
Motion by Sam Kaufmann, second by Nila Frye to approve alternate 1 option to
approve solar panels. Motion passed. 7-0.

approve an application for Temporary Class "B"/"Class B" license for St. John the
Baptist Catholic Church and School for an Auction on Saturday, November 16, 2024.
License premise is identified as the cafeteria, kitchen, gym, and lobby located at 114
E. Third Street.
7 Recognizing Native American Heritage Month and Flying of Ho-Chunk Nation
Flag at Village Hall
motion to authorize the display of the Ho-Chunk Nation Flag above Village Hall
during November 2024 in recognition of Native American Heritage Month.

2 Discussion and Take Action Issuing an RFP for Comprehensive Planning
Services
Lauren Dietz gave a summary of the recommendation from Plan Commission to bring
this to the Village Board for approval.
Motion by Joe Zitzelsberger, second by Tricia Braun to approve of the Request for
Proposals for Comprehensive Planning Services [with any changes proposed by
Village Board]. Motion passed. For: 7, Against: 0.
3 Discuss and Take Action on Potential Additional Funding for the Waunakee
Child Care Provider Assistance Program (WCCPAP)
Motion by Sam Kaufmann, second by Nila Frye to approve use of an additional
$4,536 for the Waunakee Child Care Provider Assistance Program. Motion passed.

4 Discuss and Take Action on Town of Westport Notice of Intent to Incorporate
Petition
Bryan Kleinmaier gave a brief update that the petition has been filed and the initial
hearing is set for December 4, 2024.
Motion by Sam Kaufmann, second by Joe Zitzelsberger to move into closed session
to discuss the Town of Westport Notice of Intent to Incorporate Petition.

Petition The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85(1)(g) for the purpose of conferring with legal counsel for the
Village who is rendering oral or written advice concerning strategy to be adopted by
the Village with respect to litigation in which it is or is likely to become involved.
The Village Board may reconvene in open session and discuss and take action on the
subject matter discussed in closed session.
5 Discuss and Take Action on possible acquisition of property at 205 S. Klein
Drive (former Waun-a-Clean Property) The Village Board may convene in closed
session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of
deliberating or negotiating the purchasing of public properties, the investing of public
funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session. The Village Board may reconvene in
open session and discuss and take action on the subject matter discussed in closed
session.

PUBLIC COMMENT INSTRUCTIONS
WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on
the agenda, by emailing kendres@waunakee.com or in writing to Village Board, 500 W Main St.,
Waunakee, WI, 53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand
to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered
at the gallery podium for recording purposes. Accommodations can be provided for those unable to access
the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click
“raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which
hands are raised. Those wishing to provide oral comments remotely must have their full name displayed
within the Zoom application and must state address of residence. Virtual comments are only allowed for
those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be
allowed.
*As permitted by the Wisconsin open meetings law and while not required, the Village Board has chosen to allow
public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The
Village Board may not engage in discussion or take action during this period but may consider deferring the subject
to a later meeting with notice. State statute and/or Village Code require the Village Board to hold PUBLIC
HEARINGS on certain specified matters where the public can comment. The meeting chairperson will identify rules
for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board
to allow public comment, however the meeting chairperson can at their own discretion allow limited public
comments.
Land Acknowledgment: The Village of Waunakee acknowledges that the land we occupy is Teejop, ancestral
territory of the Hoocąkra (Ho-Chunk Nation), People of the Sacred Voice. Hoocąkra are stewards of these lands
and waters since time immemorial. Settlers attempted to forcibly remove them from their homelands by exploiting a
series of land cessions and treaties, including the Treaty of 1832. However, the Hoocąkra resisted these conquests
and asserted their sovereignty as a nation. We address this trend of dispossession by upholding Hoocąk woošgąra
(way of life), sovereignty, culture, language, and environmental practices. Acknowledging these atrocities is only the
first step towards reconciliation. Through relationship building, education, and action, the Village will advocate for
a shared future with the Hoocąkra Nation.
Any person who needs an interpreter or has a qualifying disability as defined by the Americans with
Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format
should contact the Village Clerk at (608) 850-8500 or kendres@waunakee.com at least forty-eight (48) hours
prior to the commencement of the meeting. Every reasonable effort will be made to accommodate requests.
