VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street November 4, 2024 6:00 PM Meeting Minutes CALL TO ORDER The November 4, 2024 Village Board meeting was called to order by Village Clerk Karla Endres at 6:00 p.m. ROLL CALL Present: Nila Frye, Tricia Braun, Sam Kaufmann, Erin Moran, Joe Zitzelsberger and Robert McPherson. Kristin Runge (joined virtually) Also Present: Todd Schmidt, Renee Meinholz, Bryan Kleinmaier, Bill Frederick, Sue McDade, Lauren Dietz and Jared Heyn The Village Clerk entertained a motion for nomination of a chair in the absence of the Village President. Motion by Nila Frye, second by Tricia Braun to nominate Sam Kaufmann to chair the Village Board meeting. Motion failed. For: 3, Abstained: 3 (McPherson, Zitzelsberger, Kaufmann) Motion by Robert McPherson, second by Tricia Braun to nominate Joe Zitzelsberger to chair the Village Board meeting. Motion passed. For: 5, Abstained: 1 (Zitzelsberger). CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. PUBLIC COMMENT* 1 Public Comment on 2025 Village of Waunakee Budget Linda Ashmore- 114 South Street, In support of the Waunakee Neighborhood Connection Translator/Interpreter position and opposed to the $40,000 budget item for WaunaBoom, Christa Schmeelk – 500 Hillcrest Drive, in support of the 60/40 Waunakee Neighborhood Connection Translator/Interpreter. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Sam Kaufmann, second by Nila Frye to approve consent agenda items 1-2. Motion passed. PUBLIC HEARING* 1 Public Hearing and Discussion/Action on the following related items applicable to the property at 205 S. Klein Drive, Village of Waunakee, Wisconsin (the “Property”): Resolution declaring the Property to be a blighted area in need of redevelopment; Bryan Kleinmaier gave a brief summary on the property at 205 S. Klein Drive and the steps that need to be taken. Kristin Runge joined the meeting virtually at 6:28 pm. Opened the public hearing at 6:28pm. No public comment Closed the public hearing at 6:28 pm. Nila moved and Erin seconded a motion to delay a decision until business item #5 has been taken up. Motion passed. For: 7, Against: 0. 2 Redevelopment Plan for the Property, which plan is attached to the Resolution, declares the Property a blighted area in need of redevelopment, and contains other criteria required by Wis. Stat. § 66.1331(5)(b)2.; and 3 Application of the Village of Waunakee to be filed with the United States Environmental Protection Agency to obtain a Brownfield Cleanup Grant related to the Property, which draft application includes a draft analysis of brownfield cleanup alternatives BUSINESS ITEMS 1 Discuss and Take Action on a Contract with Core & Main for infraMAP Asset Management Platform Motion by Robert McPherson, second by Sam Kaufmann to approve the contract from Core & Main for $20,040.00 for infraMAP Asset Management System, and allow the Community Development Director to execute the contract. Motion passed. For: 7, Against: 0. 2 Discuss and Take Action on the Creation of a Buildings and Facilities Crew Member Position Motion by Tricia Braun, second by Nila Frye to approve the creation of the Buildings and Facilities Crew Member position and that it be placed on Grade H-9 of the Wage Schedule. Motion passed. For: 7, Against: 0. 3 Discuss and Take Action on Amending the Public Works Crew Lead Position Description/Title and Adjustment on the Wage Scale Motion by Sam Kaufmann, second by Nila Frye to approve the proposed amendments to the Parks/Public Works Crew Lead/Arborist position and adjustment from Grade H-11 to Grade H-13 on the Wage Schedule to take effect on January 1, 2025. Motion passed. For: 7, Against: 0. 4 Discuss and Take Action on Proposed 2025 Operating and Capital Improvement Budget Nila wanted clarification on the WaunaBoom budgeted amount. Robert asked for clarification of the WNC position and how it incorporates fund balance. A discussion on the future of the Create Waunakee position and how it will impact the Village budget in the future. No action taken. 5 Discuss and Take Action on possible acquisition of property at 205 S. Klein Drive (former Waun-a-Clean Property) Motion by Sam Kaufmann, second by Erin Moran to move into closed session to discuss the possible acquisition of property at 205 S. Klein Drive. Roll Call Vote: Robert McPherson: yay, Kristin Runge: yay, Tricia Braun: yay, Erin Moran: yay, Joe Zitzelsberger: yay, Nila Frye: yay, Sam Kaufmann: yay. Entered closed session at 7:04 pm. Motion by Kristin Runge, second by Robert McPherson to reconvene into open session. Motion by Tricia Braun, second by Nila Frye to approve the enclosed Resolution titled “Resolution Pursuant to Wis. Stat. § 66.1331 Related to the Redevelopment of Property in the Village of Waunakee,” which Resolution includes the Redevelopment Plan for the Property. Motion passed. For: 7, Against: 0. Motion by Tricia Braun, second by Sam Kaufmann to authorize village staff Motion to authorize Village staff to file the Brownfield Cleanup Grant with the United States Environmental Protection Agency, which application includes a draft analysis of brownfield cleanup alternatives. Motion passed. For: 7, Against: 0. Motion by Erin Moran, second by Tricia Braun to approve the property acquisition agreement consistent with the closed session discussion subject to final review and approval by the Village Administrator and Village Attorney. IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered at the gallery podium for recording purposes. Accommodations can be provided for those unable to access the podium. VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click “raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which hands are raised. Those wishing to provide oral comments remotely must have their full name displayed within the Zoom application and must state address of residence. Virtual comments are only allowed for those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be allowed. *As permitted by the Wisconsin open meetings law and while not required, the Village Board has chosen to allow public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in discussion or take action during this period but may consider deferring the subject to a later meeting with notice. State statute and/or Village Code require the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at their own discretion allow limited public comments. Land Acknowledgment: The Village of Waunakee acknowledges that the land we occupy is Teejop, ancestral territory of the Hoocąkra (Ho-Chunk Nation), People of the Sacred Voice. Hoocąkra are stewards of these lands and waters since time immemorial. Settlers attempted to forcibly remove them from their homelands by exploiting a series of land cessions and treaties, including the Treaty of 1832. However, the Hoocąkra resisted these conquests and asserted their sovereignty as a nation. We address this trend of dispossession by upholding Hoocąk woošgąra (way of life), sovereignty, culture, language, and environmental practices. Acknowledging these atrocities is only the first step towards reconciliation. Through relationship building, education, and action, the Village will advocate for a shared future with the Hoocąkra Nation. Any person who needs an interpreter or has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the Village Clerk at (608) 850-8500 or kendres@waunakee.com at least forty-eight (48) hours prior to the commencement of the meeting.
