August 25, 2025
The Regular Monthly Meeting of the Waunakee Area Fire District was called to order by Chairperson Gary Endres. Roll
call; showed in attendance: Gary Endres, Nila Frye, Kristin Runge, Mark Crowell, Dave Laufenberg, Chief Josh
McWilliams, and Deputy Chief Ryan Schwab, and Batt. Chief Brian Adler.
Compliance with Open Meeting Laws: Chairperson Endres asked if we were compliant with Open Meeting Laws, and it
was determined that we were.
Public Comment: None
Meeting Minutes: A motion was made by Dave Laufenberg and a second was made by Mark Crowell to approve the July
2025 Meeting Minutes. Motion carried.
Bills: A motion was made by Kristin Runge and a second was made by Nila Frye to approve the July 2025 bills. Motion
carried.
Old Business: None
New Business:
1. Fire District Legal Representative – Mark Crowell suggested that the district hire Boardman Clark to represent
the district. Kristin Runge suggested that the district first creates a scope of work, timeline for hire, and
interviews candidates to determine their level of experience. Mark Crowell suggested that an attorney be hired
first to assist with these tasks. A motion was made by Mark Crowell and seconded by Dave Laufenberg to hire
Boardman Clark. Motion carried with a 3-2 vote.
2. Appraiser – The board discussed waiting on this item until a later date.
3. 2026 Budget – A draft of the district’s 2026 budget was presented by Chief McWilliams and Batt. Chief Adler.
The draft included proposed line-item changes for 2026, and a complete budget will be presented at the
September meeting
Other Business: Kristin Runge asked the other board members to be open-minded as we work through changes to the
district. All the board members agreed.
Fire Inspector’s Report: Batt. Chief Adler shared the July 2025 fire call report. He will also have the third quarter
inspection report at the September meeting.
Next Meeting: Monday, September 22, 2025
Adjournment: A motion to adjourn was made by Kristin Runge and a second was made by Nila Frye. Motion carried.
