October 27, 2025
The Regular Monthly Meeting of the Waunakee Area Fire District was called to order by Chairperson Gary Endres. Roll
call; showed in attendance: Gary Endres, Nila Frye, Mark Crowell, Dave Laufenberg, Chief Josh McWilliams, Deputy Chief
Ryan Schwab, and Batt. Chief Brian Adler.
Compliance with Open Meeting Laws: Chairperson Endres asked if we were compliant with Open Meeting Laws, and it
was determined that we were.
Public Comment:
1. Robert Whitaker with McMahon Associates, hired to assist the Village of Waunakee with the withdrawal from
the fire district, introduced himself and told the board that he is available to answer questions they may have.
2. Bill Frederick, Village of Waunakee, stated that he hopes it isn’t necessary for Waunakee to withdraw.
Meeting Minutes: A motion was made by Dave Laufenberg and a second was made by Nila Frye to approve the
September 2025 Meeting Minutes. Motion carried.
Bills: A motion was made by Nila Frye and a second was made by Mark Crowell to approve the September 2025 bills.
Motion carried.
Old Business:
1. Fire District Legal Representative – The board discussed hiring Dan Ripple as the Fire District’s attorney. Dan has
30 plus years of experience in municipal law. Nila Frye asked to discuss the hiring with the Village Board before
the District Board acts.
New Business:
1. Levy Limit Discussion – Renee Meinholz, Waunakee’s Finance Director, explained how the municipalities could
adopt a levy limit adjustment for 2026. The Board Members agreed that it would give each municipality some
flexibility with their respective budgets. Renee stated that she would share the information with the clerks of
the district’s municipalities. The levy limit adjustment needs to be adopted before 12/15/25.

Fire Inspector’s Report: Batt. Chief Adler shared the September 2025 fire call report.

Adjournment: A motion to adjourn was made by Nila Frye and a second was made by Dave Laufenberg. Motion carried.
