(Refunds generally due to move in’s/out’s.) Motion carried. Public Comment There was no public comment. Electric Department Truck The 2016 electric department budget includes $55,000 for the purchase of a mini dump truck. The following quotes have been received for the truck chassis: Bushnell Ford $37,094 Middleton Ford $37,351 Bell Ford $37,394 Kayser Ford $37,900 In addition to the low quote for the truck chassis, the mini dump box with accessories and installation of the radio and lettering is estimated to be $17,354, bringing the total cost to $54,448. A motion was made by Marvin Hellenbrand and seconded by John Roessler to approve the Bushnell Ford quote. Motion carried. Disposal of Used Water/Sewer Department Truck 2 The 2004 Ford F350 is no longer deemed necessary. A motion was made by Steve Kraus and seconded by Roxanne Johnson to approve the sale of the vehicle on the Wisconsin Surplus Online Auction site. Motion carried. Option to Opt-in to State Public Benefits Low-Income Program The commission reviewed the benefits of retaining administration of the program locally versus joining the statewide program administered by the Wisconsin Department of Administration. After a discussion, a motion was made by Marvin Hellenbrand and seconded by Shirley Nelson to keep the program run on a local level. Motion carried. Hiring Investment Advisor and Approval of New Investment Policy The commission discussed hiring an investment advisor and revisions to the current investment policy. This will be discussed again at a future meeting. Compliance Maintenance Annual Report and Resolution The utility is required to file a CMAR with the DNR annually. The report for 2015 has been completed with no significant deficiencies noted. After a discussion, a motion was made by Steve Kraus and seconded by Shirley Nelson to approve the report and Resolution 16-0523, Acknowledging Review of the 2015 DNR Compliance Maintenance Annual Report. Motion carried. Village-Wide Construction Projects The commission was informed about the status of the Fourth Street project. Electric Superintendent’s Report The electric superintendent reported on various projects including completion of a tie circuit, Westbridge, and installation of cover-up equipment at the Division Street Substation. General Manager’s Report The general manager discussed a meeting with a customer about a potential large solar project, sound levels near a substation, and the upcoming presentation of the Five-Year Plan at the June meeting. Financial Statements The April financial statements were presented. Consolidated operating income for the month is $15,000 below budget and $8,000 below budget for the year to date.
