John Roessler called the regular meeting of the Waunakee Utilities Commission to order at the Waunakee
Utilities facility at 322 Moravian Valley Road.

Commission meeting. Motion carried.

Public Comment
There was no public comment.
WPPI Energy Presentation
Valy Goepfrich, the WPPI Energy Senior Vice President of Power Supply, made a presentation addressing
various current and upcoming WPPI matters.
Wisconsin Power and Light Territory and Customer Acquisition
The next round of customer acquisitions from Wisconsin Power and Light (WP&L) was originally planned and
budgeted for 2018 but staff is proposing moving this to 2017 due to construction in the Westbridge Subdivision
occurring sooner than originally expected.
Staff explained to the commission the process of obtaining regulatory approval for the customer transfer.
After a discussion, a motion was made by Chris Zellner and seconded by Shirley Nelson to have staff proceed
with the acquisition of the WP&L territory and customers and include costs of up to $157,613 in the 2017 or
2018 budget. Motion carried.

Supplemental Benefit Offering to Employees
The commission discussed offering Aflac insurance to employees, similar to what was recently approved for
other village employees by the village board. Aflac is supplemental to the current insurance provided by the
utility and the premiums are paid entirely by those electing coverage.
After a discussion, a motion was made by Steve Kraus and seconded by Roxanne Johnson to approve offering
the supplemental benefit. Motion carried with Chris Zellner abstaining.
Construction of Crew Room
The commission was presented a plan to address space needs for the electric department staff. There is
currently office work space for four members of the department but there are seven staff members.
An area off the main shop which had previously been used for inventory storage has been cleared and staff has
estimated that the cost to convert this to an office work space, including electrical, HVAC, desks, and storage, to
be no more than $20,000.
After a discussion, a motion was made by John Roessler and seconded by Roxanne Johnson to approve
$20,000 for the construction of the crew room. Motion carried.
Assistant Electric Superintendent
The commission was updated on the status of hiring the assistance electric superintendent.
Property Acquisition
The commission was provided an update on the status of the property potentially available for purchase
adjacent to the Industrial Substation that could be used for storage and the possible long-term construction of an
expanded substation.
After a discussion, a motion was made by Chris Zellner and seconded by John Roessler to allow the general
manager to enter into negotiations with the current owner to purchase approximately 2.0 acres of land for an
amount not to exceed the limit provided to the general manager. Motion carried with Steve Kraus voting no.
Village-Wide Construction Projects
The commission was updated on the Animart project and the preliminary discussions regarding improvements
to land south of Woodland Drive and West of Highway Q.
Electric Superintendent’s Report
The general manager presented an update on behalf of the electric superintendent on various projects currently
underway including the lighting at the Century Avenue project, Kilkenny phase 4A, the LED street light
conversion, and the new feeder at the Division Street Substation.
General Manager’s Report
The general manager informed the commission about a significant electric back billing for a customer, the
execution of the Verizon contract for the Frank H tower, and MEUW matters.

Financial Statements
The July financial statements were presented, including a review of our investment portfolio provided by the
Madison Investment Advisors.
Consolidated operating income is $5,000 over budget for the month and $116,000 over budget for the year-to-
date.
A motion was made by Chris Thomas and seconded by Chris Zellner to adjourn the meeting. Motion carried.
