John Roessler called the regular meeting of the Waunakee Utilities Commission to order at the Waunakee
Utilities facility at 322 Moravian Valley Road.

Moved by Shirley Nelson, seconded by Chris Zellner, to approve the minutes of the September 25, 2017 Utilities
Commission meeting. Motion carried.

Public Comment
There was no public comment.
2018 Capital Budget
The commission was presented the 2018 to 2022 capital budget. Overall there was consensus among the
commissioners regarding the items in the budget and it will be presented for final approval at the November
meeting.
The budget includes significant costs for metering upgrades starting in 2018 and a representative from WPPI
Energy will be in attendance at the December meeting to provide additional details about the proposed project.
Cash Reserves Policy
The commission discussed a proposed policy which states the utility should target a 135 day average of
operation and maintenance expenses as the guideline for cash reserves for the utility.
After a discussion, a motion was made by Roxanne Johnson and seconded by Shirley Nelson to approve the
policy as presented, which includes requiring staff to provide annual commission updates regarding policy
compliance. Motion carried.
Utility Staffing Matters
John McLain was introduced to the utility commission as the new Assistant Electric Superintendent. The
commission was also informed about other staffing matters in the department.
Village-Wide Construction Projects
The commission was informed about the status of various projects in the community.
Electric Superintendent’s Report
The general manager reported on behalf of the electric superintendent on the status of the North Substation,
Westbridge, and pole replacement projects.
General Manager’s Report
The general manager informed the commission about an article regarding staff providing mutual aid, the
addition of more homes in a boosted water area, and other utility matters.
Financial Statements
The September financial statements were presented. Consolidated operating income is $25,000 under budget
for the month but $85,000 over budget for the year-to-date.
A motion was made Chris Zellner by and seconded by Roxanne Johnson to adjourn the meeting. Motion
carried.
