Public Comment There was no public comment. Advanced Metering Infrastructure Project Phil Hansen from WPPI gave a detailed presentation on Advanced Metering Infrastructure (AMI). Utility staff will continue to evaluate whether or not AMI is in the best interests of the utility and report back to the commission at the April, 2018 meeting. 2018 Utility Commission Meeting Schedule The 2018 meeting schedule was distributed and discussed. 2 Village-Wide Construction Projects No projects were discussed this month. Electric Superintendent’s Report The electric superintendent discussed meter school attended by two employees, the status of installing electric services, and construction in the Westbridge area. General Manager’s Report The general manager informed the commission about the upcoming preliminary year-end audit work, difficulties with the current answering service and work being done to find a new one. A graph showing nitrate testing levels at Well 1 was distributed. Financial Statements The November financial statements were presented. Consolidated operating income is $44,000 over budget for the month and $120,000 over budget for the year-to-date. Sewer operating income is $70,000 under budget for the year, mainly due to increased MMSD costs. Employee Wage Adjustments and Manager Performance Evaluation The commission reviewed a variety of salary data including benchmark information from other utilities. In addition, the status of manager goals for 2017 and proposed 2018 goals were discussed. After a discussion, a motion was made by Roxanne Johnson and seconded by John Roessler to approve a 2.7% wage adjustment for the water/sewer department staff. Motion carried. After a discussion, a motion was made by Rozanne Johnson and seconded by John Roessler to approve a 2.7% wage adjustment and 2.4% market adjustment for the electric line workers and assistant electric superintendent, increase the lead line worker wage increment to $1.50, and increase the standard weekly on- call hours for the electric department to 12 and to 15 for the water/sewer department. Motion carried. After a discussion, a motion was made by Shirley Nelson and seconded by Steve Kraus to approve a 2.7% wage adjustment for the accounting coordinator and customer service representative and a 2.7% wage adjustment plus a 4.3% market adjustment for the manager of customer service and billing. Motion carried. After a discussion, a motion was made by Steve Kraus and seconded by Roxanne Johnson to approve a 2.7% wage adjustment for the water/sewer manager and a 2.7% wage adjustment plus a 1.3% market adjustment for the electric superintendent. Motion carried. A motion was made by Chris Zellner and seconded by Steve Kraus to approve a 5.0% wage adjustment for the general manager. Motion carried.
