Minutes A motion was made by Shirley Nelson and seconded by John Roessler to approve the minutes of the July 20, 2022 Utilities Commission meeting. Motion carried. Proposals for Auditing Services The Commission was presented information about the proposals received for auditing services for 2022-2024 and the staff recommendation to hire Baker Tilly. After a discussion, a motion was made by Gary Herzberg and seconded by Shirley Nelson to hire Baker Tilly to perform the audit for the years ending 2022-2024. Motion carried with Steve Kraus and Paul Endres voting no. Application for Participation in Shared Savings Loan Program The Commission discussed a customer request for a loan from the Shared Savings Program. The program is designed to assist customers by providing a loan to pay for the upfront capital costs associated with energy efficiency projects. The loan proceeds will be used by the customer for a lighting project. The loan is provided by WPPI at a low fixed interest rate of 2% and it will be repaid through the monthly utility bill to the customer. In case of customer default, the Utility and WPPI are each responsible for 50% of the outstanding balance. After a discussion, a motion was made by Chris Zellner and seconded by Steve Kraus to approve the loan request. Motion carried. Joint Trenching Agreement The Commission discussed a draft Joint Trenching Agreement with TDS. A number of open items remain to be resolved in the draft agreement and a final version will be presented for consideration at a future meeting. Hiring Efforts The Commission was provided information regarding ongoing hiring efforts. Advanced Metering Infrastructure Project The Commission was provided a project update. 5,199 water units are now in service and the project is approximately 99.9% complete. Village-Wide Construction Projects The Commission was provided a brief update on various projects in the service territory. Operations Report The Commission was provided a brief update on various operational matters. General Manager’s Report The General Manager discussed the status of the Rg-3 rate application at the PSC, the status of the conversion to the new accounting software, the third party solar issue at the PSC, and the proceeds from the recent sale of the vacuum truck. 3 Financial Statements Limited financial information was presented due to the accounting software system conversion taking place.
