Minutes A motion was made by Chris Zellner and seconded by Shirley Nelson to approve the minutes of the August 22, 2022 Utilities Commission meeting. Motion carried. Request to Paint Mural on Well 1 Building The Commission discussed a citizen request to paint a mural on the Well 1 building. The Commission expressed concern about having the mural on the building due to the ongoing operational needs of the Utility and provided suggestions about potential other locations to locate the mural in the Village. 2 Proposal to Reconstruct Retaining Wall at the Utility Building Utility staff discussed the condition of the retaining wall on the north side of the building, efforts considered to repair or replace it, and the staff recommendation to have it removed and rebuilt by a landscape professional. Limited landscape companies are available to perform the work but a proposal was received for an amount not to exceed $28,565.51. After a discussion, a motion was made by Chris Zellner and seconded by Paul Endres to approve the retaining wall project for an amount not to exceed $28,565.51, with staff also attempting to receive another quote from a local contractor. Motion carried with John Roessler voting no. Request from the Wisconsin Department of Transportation for a Temporary Construction Easement The Commission discussed a request from the Wisconsin Department of Transportation (DOT) for a temporary construction easement for a 2023 project on Highway 113 in the Village. The DOT is asking for temporary use of a small portion of land on the west side of Highway 113 just south of Six Mile Creek. No compensation is offered but the DOT will be required to restore the site to the current condition at the end of the project. After a discussion, a motion was made by Chris Zellner and seconded by Shirley Nelson to approve the temporary easement. Motion carried. Utility Succession Plan The Commission discussed the succession plan created by staff. Village-Wide Construction Projects No projects were discussed. Operations Report The Commission was provided a brief update on various operational matters. General Manager’s Report The Commission was provided an overview of the proposed changes to the 2023 health insurance plan. A more thorough review of the plan changes will be presented at a future meeting. The Commission was also provided an overview of the work done by a group of Village and Utility staff to attract and retain employees. Financial Statements Limited financial information was presented due to the accounting software system conversion taking place.
