John Roessler called the regular meeting of the Waunakee Utilities Commission to order.

There was no public comment.
Minutes
A motion was made by Joe Zitzelsberger and seconded by Kristin Runge to approve the minutes of the October
28, 2024 Utilities Commission meeting. Motion carried.

Motion carried.
Change of Location for New Water Tower
The Commission discussed a request by the Kilkenny Farms West developer to move the site of the proposed
water tower to a new location.
Staff discussed information prepared by Strand indicating the new location would be acceptable, provided 12”
water main is extended to it.
After a discussion, a motion was made by Steve Kraus and seconded by Kristin Runge to move the water tower
to the new location provided that the 12” water main and other costs outlined in the Strand memo will be paid for

by the developer and the other logistical items such as regulatory and Federal Aviation Administration approvals
are satisfactory. Motion carried.
Operating Budget
The 2025 operating budget was presented.
After a discussion of the various items contained in the budget, a motion was made by John Roessler and
seconded by Roxanne Johnson to approve the 2025 operating budget. Motion carried.
Filing Application to the Public Service Commission of Wisconsin to Adjust Electric Rates
Staff presented the need to perform a detailed review of the adequacy of electric rates. WPPI staff are available
to assist with this process.
After a discussion, a motion was made by Chris Zellner and seconded by Joe Zitzelsberger to approve having
WPPI staff begin the rate review. Motion carried.
Designation of Alternate Member to the WPPI Board of Directors
The General Manager discussed the recommendation to designate Jamie Frederick as the Alternate Director to
the WPPI Board of Directors. The Alternate Director is authorized to represent the Utility and vote on matters
before the Board in the absence of the Director.
After a discussion, a motion was made by Chris Zellner and seconded by Paul Endres to approve having Jamie
Frederick become the Alternate Director to the WPPI Board of Directors. Motion carried.
Village-Wide Construction Projects
A brief overview of certain projects planned in the Village were discussed.
Operations Report
The Commission was provided information on various operational matters, including an update of the water
meter testing.
Update on Well 6 and Elevated Water Storage Tank Project
The Commission was provided a brief update on the project.
General Manager’s Report
The General Manager discussed recent news about fluoride in drinking water, an illegal residential solar
installation, and potential changes to tax-exempt financing laws.
The next Commission meeting will now be on December 23.
Financial Statements
The October financial statements were discussed.
A motion was made by Joe Zitzelsberger and seconded by John Roessler to adjourn the meeting. Motion
carried.
