VILLAGE OF WAUNAKEE JOINT PLAN COMMISSION MEETING Town of Westport Community Room, 5387 Mary Lake Road December 14, 2021, 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order by Ken Sipsma at 6:00 p.m. ROLL CALL: Present: Ken Sipsma, Dean Grosskopf, Eileen Bruskewitz, Brian Malich, Kevin Phelps Absent: Brian Wallace Also Present: Tim Semmann, Tracy Meinholz, Konner Kearney, Jessica Vaughn MINUTES 1 November 9, 2021 Motion Grosskopf, second Malich, to approve the minutes from the November 9, 2021, Joint Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: None PUBLIC HEARINGS 1 Public Hearing & Discussion/Action on Request by Forward Development Group for an Amendment to the General Development Plan of the Woodland Crest Plat to allow Multi- Family Residential on Outlot 1 at the Corner of Peaceful Valley parkway & Simon Crestway The applicant is requesting an amendment to the Woodland Crest GDP that would allow the development of a three-story 78-unit MF building and associated amenities on Outlot 1 of the plat of Woodland Crest (NW corner of Simon Crestway & Peaceful Valley Parkway). Residential uses are currently not permitted per the GDP. The public hearing was opened at 6:04 p.m. There were no comments from the public. The hearing was closed at 6:06 p.m. Tim Semmann updated the Westport members on the discussion and action taken the previous night by the Village Plan Commission. Motion Grosskopf, seconded by Malich, to recommend conditional approval of the proposed Amendment to the General Development Plan of the Woodland Crest Plat to the Village board subject to all outstanding staff concerns being addressed to the satisfaction of the Community Development Director and Village Attorney. Motion carried 5-0. NEW BUSINESS 1 Initial Consult – Possible Comprehensive Plan Amendment The Waunakee/Westport area has experienced rapid growth in the recent past in residential and  non-residential sectors. Lands within the Waunakee Business Park are filling up and local business owners have expressed a desire to expand within the area. In light of this, staff is seeking direction from the Commission as to the desire to amend the comprehensive plan, primarily focusing on the land use along the north side of STH 19 east of CTY Rd I that is currently identified as Rural Preservation. No action necessary, staff is asking members if there is interest in moving forward with the public process. The JPC members were supportive and asked that the Village and Town work together on the long term growth area planning.
