CALL TO ORDER
Mr. Zellner called the meeting to order at 5:30 p.m.
ROLL CALL:
Present: Chris Zellner, Phil Willems, Brian Wallace, Brian Malich, Kevin Phelps.
Absent: Gary Herzberg, Chris Thomas.
Also Present: Tim Semmann, Tracy Meinholz, Bryan Kleinmaier, Jason Valerius, Michael
McSherry, Henry Whyte Jr., Dawn Whyte, Dale Volkman, Lynn Erickson, Jessica Vaughn, Konner
Kearney, Sam Kaufmann, Maria Patt, Dan Silvers, Roberta Baumann.
MINUTES
1 November 8, 2021
Motion Wallace, second Phelps, to approve the minutes from the November 8, 2021, Plan
Commission meetings.

OLD BUSINESS
1 Public Hearing & Discussion/Action on Request by Forward Development Group for an
Amendment to the General Development Plan of the Woodland Crest Plat to Allow Multi-
Family Residential on Outlot 1 at the Corner of Peaceful Valley Parkway & Simon
Crestway (Item for Recommendation to Village Board)
The applicant is requesting an amendment to the Woodland Crest GDP that would allow the
development of a three-story 78-unit MF building and associated amenities on Outlot 1 of the
plat of Woodland Crest (NW corner of Simon Crestway & Peaceful Valley Parkway).
Residential uses are currently not permitted per the GDP. The public hearing was opened at
5:37 p.m. There were no comments from the public. The hearing was closed at 5:38 p.m.
Phil Willems arrived at 5:55 p.m.
There was discussion by Staff and Commission members of density and how development of
this lot effects the development on the lot to the east. Motion was made by Zellner, seconded by
Willems, to recommend conditional approval of the proposed Amendment to the General
Development Plan of the Woodland Crest Plat subject to all outstanding staff concerns being
addressed to the satisfaction of the Community Development Director and Village Attorney.
Motion carried 5-0.

2 Public Hearing & Discussion/Action on Proposed Airport Overlay Zoning Ordinance
Amendment to Article III Chapter133 of the Municipal Code to Impose Limitations on
Buildings and Structures Adjacent to the Existing Airport Runway (Item for
Recommendation to the Village Board)
This item was tabled at the July 12, 2021 meeting to allow staff to work with residents and the
Waunakee School District to make minor changes to the final document. The public hearing
was opened at 6:23 p.m. Dale Volkman, Dan Silvers, Lynn Erickson, Michael Mc Sherry and
Dawn Whyte asked questions and generally spoke in favor of the ordinance. Chair Zellner read
aloud an emailed statement from Henry Whyte. The public hearing was closed at 6:39 p.m.
Motion Wallace, second Malich, to recommend Village Board approval of the Airport Overlay
Zoning Ordinance as presented as a separate division under Article III Districts, within Chapter
133 Zoning, of the Municipal Code. Motion carried 5-0.
NEW BUSINESS
1 Initial Consult – Possible Comprehensive Plan Amendment
The Waunakee/Westport area has experienced rapid growth in the recent past in residential and
non-residential sectors. Lands within the Waunakee Business Park are filling up and local
business owners have expressed a desire to expand within the area. Considering this, staff is
seeking direction from the Commission as to the desire to amend the comprehensive plan,
primarily focusing on the land use along the north side of STH 19 east of County Road I that is
currently identified as Rural Preservation. No action is required at this time. Just direction
regarding a desire to move forward with the process to amend the current plan. Plan
Commissioners were in favor of moving forward with the public process.

1 JPC Agenda December 14, 2021
Staff gave an update on the agenda items for the JPC meeting.
