EMS Commission Meeting Minutes Meeting Date: September 12, 2024 The Meeting was Called to order by Chair Dean Grosskopf at 7:00 pm. Public / Membership Appearances  None Review / Approve Minutes  The minutes of the regular August 2024 EMS Commission Meeting were reviewed. A motion to approve the August 2024 EMS Commission Meeting Minutes was made by Schmidt, second by Haag. Motion carried 5/0. Review / Approve Expenditure Statements  The expenditure statement for August 2024 was reviewed. A motion to approve the August 2024 Expenditures as presented was made by Haag, second by McPherson. Motion carried 5/0. Chief’s Report The new members have been going through their training programs. One of the new PT employees just came off training and will begin to fill in shifts already. The new “D Shift” position was posted for internal movement to the opening. Cindy Gustavson will be our first D Shift employee. We will be posting for the new employee early October with the goal of having a formal offer come through in Mid-December or so. All the ambulances are through the State Inspections and passed without issue. Everything else is running fine with them. We will have them go in for preventative work in the next few weeks. This is the program that will see us be able to submit all of our Medicaid calls for additional reimbursement every year. We are still waiting for final federal approval but have all the data ready to go for when it is approved. It is still slated to be backdated to include 2023. Chief Wunsch and I met with the WPF doing the study this week. We laid out what we are looking to see the study all incorporate and were able to give some candid thoughts and concerns regarding the study. These mostly surrounded making sure that the data being pulled was consistent across both departments and that they fully understand how we currently operate. We have a little more data to get to them, but it sounds like the main portion of the study is about to start ramping up. Onboarding is now finished. Everything went well and is still going well. We roll out the MFA throughout the building next week, which will be the last big hurdle to get through before we start moving forward with regularity. We have met with the employees (representative group) regarding the scheduling policy and are working on re-writing some sections to help benefit both sides. This policy is one that was written out of the CBA this year and put into policy so that we could collaborate in sessions like this. We are hopeful that these changes will help streamline some processes while also helping the employees’ work/life balance. We also expect a couple of the changes to have a positive effect on getting more part-time employees to cover open shifts rather than pulling in overtime. Old Business  No discussion was had regarding the Town of Springfield EMS Borders and where response times may be able to be improved. New Business  The preliminary draft budget for 2025 was presented. Short discussion had. Will be discussed further at October meeting. No Action was taken. Miscellaneous Business / Forthcoming Events  None Next EMS Commission Meeting is scheduled for October 10, 2024 at 7:00 pm at the EMS Station.
