EMS Commission Meeting Minutes
Meeting Date: October 10, 2024
The Meeting was Called to order by Chair Dean Grosskopf at 7:00 pm.

Review / Approve Minutes
The minutes of the regular September 2024 EMS Commission Meeting were reviewed.
A motion to approve the September 2024 EMS Commission Meeting Minutes was
made by Haag, second by McPherson. Motion carried 4/0.
Review / Approve Expenditure Statements
The expenditure statement for September 2024 was reviewed. A motion to approve
the September 2024 Expenditures as presented was made by McPherson, second by
Haag. Motion carried 4/0.
Chief’s Report
We continue to get our new members through the training processes. The new position
posting will go out around the 15th of October, with a start date of January 30th.
We had a mishap with M24 that will see us need to get some damage fixed. It sounds like we
are going to be able to run the majority of it through the insurances. I am working with Foster
Coach (where we purchased it) to do the work as part of the damage is to the camera system
they installed, and we could just do it all at once.
M26 needed to have new rotors put on. Kurt was able to get this taken care of.
This is the program that will see us be able to submit all of our Medicaid calls for additional
reimbursement every year. We are still waiting for final federal approval but have all the data
ready to go for when it is approved. It is still slated to be backdated to include 2023.
The current fiscal year Act 102 (FAP) funding application period has opened. There are a few
changes to the program this year. The two most notable are the increase in funding from $2M
to $25M statewide and the ability to use up to 15% of the received funding on disposable
medical supplies.
The study with Middleton is continuing to move along. There hasn’t been a ton of conversation
back and forth since last month. Right now, they are working on a lot of the data crunching,
etc.
Some municipalities have received a letter from Sun Prairie regarding a Fire/EMS study that
they are doing. This letter asked if any departments wanted to be a part of the study, solely in
the context of supplying data and attending a few meetings, no financial lift is needed. Being
that they are utilizing the same firm that we are for the study, it was an easy lift to be included
in this one as well. Not sure what this will all entail but will keep you updated as it goes along.
We had President Trump visit our district on October 1. For EMS needs, we had to bring in 4
employees on overtime for the event to upstaff into 4 ambulances and utilized a Deer Grove
ambulance with 2 medics from Deer Grove, the Chief from Deer Grove, and Badger 1 with our
medical direction. We only had one small incident in the crowd outside, otherwise it was a
fairly quiet event from a medical standpoint. We did learn a lot from this experience, mostly
surrounding shortfalls in communication capabilities and EOC capabilities. I will be working
over the next months to try to find some solution options for these so that we can be better
prepared as a district.
Old Business
Short discussion was had regarding the Town of Springfield EMS Borders and where
response times may be able to be improved. No action was taken.
New Business
The proposed 2025 Operating and Capital budgets were presented. A motion to
approve the budget as presented was made by McPherson, second by Haag. Motion
carried 4/0.

None
Next EMS Commission Meeting is scheduled for November 14, 2024 at 7:00 pm at the EMS
Station. A motion to adjourn was made by Haag, second by McPherson. Motion carried 4/0
at 7:46pm.
