EMS Commission Meeting Minutes Meeting Date: July 10, 2025 The Meeting was Called to order by Chair Dean Grosskopf at 7:00 pm. Commission Members Present at the meeting: Town of Westport: Dean Grosskopf Village of Dane: Roger Schmidt Village of Waunakee: Sam Kaufmann Town of Springfield: Art Meinholz Others present at the meeting: WAEMS Deputy Chief Dustin Riggs WAEMS Chief Scott Russell Absent Town of Vienna: Dakota Cable Town of Dane: Rich Haag Confirmation of Open Meeting Compliance  Public posting, official notices, and online availability were confirmed by Chief Russell for open meeting compliance. Public / Membership Appearances  None Review / Approve Minutes  The minutes of the regular May 2025 EMS Commission Meeting were reviewed. A motion to approve the May 2025 EMS Commission Meeting Minutes was made by Kaufmann, second by Schmidt. Motion carried 4/0. Review / Approve Expenditure Statements  The expenditure statement for May and June 2025 were reviewed. A motion to approve the May and June 2025 Expenditure Statements as presented was made by Schmidt, second by Meinholz. Motion carried 4/0. Chief’s Report Max has completed the field training and is up and running as a part-time Medic and doing great! We recently brought on two (2) new part-time paramedics. They both have run their first training shift and will continue with their training over the next few weeks. We are hopeful that they will be up and running on their own around the beginning of August. We just received a two week notice from one of our Full-Time Paramedics who will be leaving us at the end of July for another department. We will be posting the vacancy yet this week M26 had its AC in the patient compartment go bad. Bell Ford was able to get that fixed and it is back in service. While it was up there, they noticed a battery issue, which Kurt was able to rectify. We had to replace the batteries, but it sounds like they should both be under warranty and should get reimbursement for them. The new ambulance has just started on the production line. I will fly down on Aug 12 for final approvals with a tentative delivery the end of August. I finished the GEMT reporting for 2023 and 2024. It looks like we should be receiving approximately $10,500 for 2023 and just over $25,000 for 2024. If I am understanding everything correctly, it sounds like we will see the ’23 money in September and the ’24 money in November. After that, it will be November-ish every year. Waunaboom went well again this year. This is by-far the largest event that we have in our district annually. We do not have attendance estimates for this year, but the park was definitely filled. Although it was a hot day, overall, we had an uneventful day. We ended up seeing two heat related issues, two pediatric fall injuries and a nosebleed. If this event continues to grow each year the way that it has, we may need to consider dedicating a staffed ambulance for the event. We had talked a few months ago about the general liability insurance. We will be formally switching over to BAER Insurance early August. This change in carrier will see an approximate $7K decrease in premiums and will afford us a plethora of extra resources. The insurance itself will now be a part of the League of Municipalities. We will also be switching our Worker’s Compensation insurance over to them. We will see an increase in this due to higher payroll but their quote with the projected payroll numbers is approximately $4k less than our current carrier with the same numbers. Overall, this will be a positive switch on both policies. With the PD building being remodeled behind us, we will be running our electricity through a new transformer that will be shared with PD (we always have shared one, this one is just new). The new transformer should be going live the week of July 14th. Old Business  No discussion was had regarding EMS Study. Will remove from old business for now.  Short discussion on Town of Springfield EMS borders. No action was taken. New Business  No new business Miscellaneous Business / Forthcoming Events  None Next EMS Commission Meeting is scheduled for August 14, 2025 at 7:00 pm at the EMS Station.
