EMS Commission Meeting Minutes Meeting Date: August 14, 2025 The Meeting was Called to order by Chair Dean Grosskopf at 7:02 pm. Commission Members Present at the meeting: Town of Westport: Dean Grosskopf Village of Dane: Roger Schmidt Town of Springfield: Art Meinholz Town of Vienna: Dakota Cable Town of Dane: Rich Haag Others present at the meeting: WAEMS Deputy Chief Dustin Riggs WAEMS Chief Scott Russell Absent Village of Waunakee: Sam Kaufmann Confirmation of Open Meeting Compliance  Public posting, official notices, and online availability were confirmed by Chief Russell for open meeting compliance. Public / Membership Appearances  None Review / Approve Minutes  The minutes of the regular July 2025 EMS Commission Meeting were reviewed. A motion to approve the July 2025 EMS Commission Meeting Minutes was made by Schmidt, second by Meinholz. Motion carried 5/0. Review / Approve Expenditure Statements  The expenditure statement for July 2025 were reviewed. A motion to approve the July 2025 Expenditure Statement as presented was made by Haag, second by Meinholz. Motion carried 5/0. Chief’s Report With John leaving, we posted the open position towards the end of July. After keeping the application period open for about two weeks, we received 12 applicants, of which we brought 10 in for interviews. The interviews consisted of an integrated out of hospital medical scenario performed and evaluated by the doctors and staff, a staff panel interview consisting of four (4) current employees, and finally a Chief’s interview with me and Dustin. After a long day of interviews and hearing the evaluations from Med Direction and the employees, we ended up extending an offer to Austin Doberstein. Austin has been a wonderful part-time employee for us for about a year now. He will be a great addition to our full-time staff. During this process, we were also able to extend three (3) part-time employment offers and are still waiting to hear back from them. The current ambulances are running well. I spent this Tuesday/Wednesday in North Carolina doing final approvals on our new ambulance. It looks great and everything is coming together well. It will go to ARV in Missouri next week for installation of the smaller accessories. From there it will be delivered here. I am still hopeful for late August/Early September. From there it will all depend on how quickly we can get the radios programmed and the vehicle stocked up. We should be receiving the funding from the GEMT program next month. After doing the ‘23 and ‘24, I am still a little hesitant to come up with concrete budgeting numbers moving forward. Hopefully after next year we can get a bit of a trend built up to help level this out some. All of the new insurances with BAER Insurance went live August 1. Offboarding from the old insurance carriers went well. Working along with BAER, we are going after our old Work Comp carrier to have them re-valuate 2023, 2024 and 2025 in an attempt to get refunded for our mod number changes that were done in arears. I had multiple trainings with the WCSD this last month that has really seen us more integrated with the school safety plans than we have ever been before. We have been able to preplan and formalize plans that will be readily useable across all responding agencies regardless of what the situation is. When the current CBA was signed in 2023, it saw the scheduling policies removed from the agreement and put back into the SOG model, under the pretense that management and the employees review it together annually. We are currently in the middle of this process with everything seemingly going smoothly. Old Business  None New Business  The proposed 2026 EMS Budget was presented and short discussion ensued. No action taken. Miscellaneous Business / Forthcoming Events  None Next EMS Commission Meeting is scheduled for September 11, 2025 at 7:00 pm at the EMS Station.
