MINUTES CITY OF WAUPUN COMMON COUNCIL Waupun City Hall – 201 E. Main Street, Waupun WI Tuesday, September 09, 2025 at 6:00 PM CALL TO ORDER Mayor Bishop called the meeting to order at 6:00pm. PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENT MEDITATION The Pledge of Allegiance is heard followed by a moment of silence. ROLL CALL Council in-person: Mayor Bishop, Alderman Westphal, Alderman Kaczmarski, Alderman Mielke, Alderman Matoushek, Alderman Siebers, Alderman Kunz Council Virtual- None Council Absent- None Management in-person: Attorney VandeZande, City Clerk/Treasurer Hull, Administrator Schlieve, Public Works Daane, Fire Chief Demaa, Finance Director Langenfeld, Recreation Director Kaminski, Police Chief Rasch Management Virtual: None Management absent and excused: Library Director Jaeger, Utility Manager Brooks Audience in-person: Julie Schmidt, Waupun Jr./Sr. High School Principal; Jaedon Buchholz Audience Virtual: Phil Cosson of Ehlers PERSONS WISHING TO ADDRESS COUNCIL 1. Julie Schmidt, Waupun Jr./Sr. High School Principal Principal Schmidt provided an update on the various School events and accomplishments. RESOLUTIONS AND ORDINANCES: 2. Resolution Approving an Amendment to the Project Plan and Boundaries of Tax Incremental District No. 9 Motion Siebers, second Matoushek to adopt Resolution 09-09-25-01 Approving an Amendment to the Project Plan and Boundaries of Tax Incremental District No. 9. Motion carried 6-0 on roll call. 3. Resolution Creating Tax Incremental District No. 10, Approving its Project Plan and Establishing its Boundaries Motion Siebers, second Kunz to adopt Resolution 09-09-25-02 Creating Tax Incremental District No. 10, Approving its Project Plan and Establishing its Boundaries. Motion carried 6-0 on roll call. CONSIDERATION - ACTION 4. Mayoral Appointment to the Board of Public Works Motion Matoushek, second Kunz to accept the Mayoral appointment of Marcia Maly to the Board of Public Works. Motion carried 6-0. 5. License-Permit Applications, Expenses Motion Matoushek, second Kunz to approve the license and permit applications and authorize payment of expenses. Motion carried 6-0 on roll call. 6. Consider Change to Elected Official Compensation Siebers recommends no change to Alderman annual pay but to increase the Mayoral annual pay to $18,000. Kaczmarski recommends no change to Alderman annual pay but to increase the Mayoral annual pay to $15,000. Matoushek recommends Alderman annual pay to $7200 and to increase the Mayoral annual pay to $20,000. Pay amendments will be effective following the April 2026 elections for those seats on the ballot. Two-thirds vote (5 votes) is required to pass this vote. Motion Matoushek, second Kunz to amend the total annual pay of the Alderman to $7200 and the total annual pay of the Mayor to $20,000. Motion fails on roll call 2-4 with Siebers, Westphal, Mielke, and Kaczmarski voting nay. Motion Siebers, second Kunz to amend the total annual pay of the Alderman to $7200 and the total annual pay of the Mayor to $18,000. Roll call provides 4-2 with Westphal and Kaczmarski voting nay. Mayor votes aye to pass the motion 5-2. MAYORAL CORRESPONDENCE/PRESENTATIONS Mayor notices WI Public Power Week October 5-11, WI Fire Prevention Week- October 5-11, and WI Firefighters/EMS Memorial Day- October 11. CLOSED SESSION At 7:05p, motion Matoushek, second Mielke to adjourn in closed session under Section 19.85 (1) (g) for the purpose of the Sale of 301 E Main St, Waupun TID 3. Motion carried 6-0. OPEN SESSION At 731pm, motion Seibers, second Matoushek to reconvene in open session under Section 19.85(2) of the WI Statutes. Motion carried 6-0. ACTION FROM CLOSED SESSION No action. ADJOURNMENT At 7:33p, motion Kunz, second Mielke to duly call the meeting adjourned. Motion carried 6-0.
