MINUTES CITY OF WAUPUN SPECIAL COMMON COUNCIL Waupun City Hall – 201 E. Main Street, Waupun WI Tuesday, August 26, 2025 at 5:30 PM CALL TO ORDER Mayor Bishop called the meeting to order at 5:30pm. ROLL CALL Council in-person: Mayor Bishop, Alderman Kaczmarski, Alderman Siebers, Alderman Mielke Council Virtual- Alderman Matoushek, Alderman Westphal Council Excused: Alderman Kunz Management in-person: Attorney VandeZande, Administrator Schlieve, Public Works Daane, Fire Chief Demaa, Finance Director Langenfeld, Recreation Director Kaminski, Utility Manager Brooks, Library Director Jaeger, Police Chief Rasch Management Virtual: City Clerk/Treasurer Hull Management absent and excused: None Audience in-person: Jaedon Buchholz, Mike Beer ORDINANCES-RESOLUTIONS 1. Ordinance to Annex Realestate Located in Town of Chester 010-1315-0433-003 & 010-1315-0911-000 Motion Kaczmarski, second by Matoushek to adopt Ordinance 25-09 to annex City owned land, parcels 010-1315- 0433-003 and 010-1315-0911-000, located in the Town of Chester, Dodge County. Motion carried 5-0 on roll call. CONSIDERATION - ACTION No items for discussion. DISCUSSION-REVIEW 2. Ordinance amending Ch. 6.05 Parking Limitations; Ch.16.01 Zoning Code; Ch. 16.02 Definitions for the purpose of Recreational Vehicle Parking Consideration of ordinance changes to Ch. 16 was before the Plan Commission of which they did not make motion for recommended changes. Matoushek recommends amending 16.02 (36m), the definition of length of trailer, from 10 and 36 feet long to 10 and 46 feet long. Kaczmarski is against amending the current language. Motion Matoushek, second Siebers to amend the ordinance language of the length and width of the trailer and return to the Plan Commission for review and recommendation. Motion carried 4-1 with Kaczmarski voting Nay. 3. Stormwater Utility Rates Staff provides requirements for the stormwater utility and the need for a rate analysis to address the budget deficit projected in 2026. More discussion in the future. Cody Hoeft, Inn-N-Out on Main Automotive at 124 E Main St. Waupun, appears before Council. Wishes for any complaints or questions regarding his business, are brought to his attention right away so he can take action as soon as possible. 4. 2026 Budget Review Staff provides an overview of the draft 2026 proposed budget to-date. CONSENT AGENDA Motion Siebers, second Kaczmarski to approve the Consent Agenda. Motion carried 5-0 on roll call. MAYORAL CORRESPONDENCE 24. Board of Public Works Member Resignation - Zonnefeld Gregg Zonnefeld has submitted his resignation from the Board of Public Works effective August 12, 2025. Motion Matoushek, second Sieber to accept the resignation from Gregg Zonnefeld from the Board of Public Works. Motion carried 5-0. CLOSED SESSION At 6:33pm, motion Westphal, second Siebers to adjourn to closed session under WI Statutes 1985(1)(e) for the purpose of Sale of City-Owned Located on the Easternmost Portion of Parcels 292-1315-0844-003 and 292-1315- 0844-001 in TID 9. Motion carried 5-0. OPEN SESSION At 6:40pm, motion Siebers, second Matoushek to reconvene in open session under WI Statutes 1985(2). Motion carried 5-0. ACTION FROM CLOSED SESSION 26. Sale of City-Owned Located on the Easternmost Portion of Parcels 292-1315-0844-003 and 292-1315-0844- 001 in TID 9 No action. ADJOURNMENT At 6:41p, motion Matoushek, second Kaczmarski to duly call the meeting adjourned. Motion carried 5-0.
