MINUTES CITY OF WAUPUN ORGANIZATIONAL MEETING OF THE COMMON COUNCIL Waupun City Hall – 201 E. Main Street, Waupun WI Tuesday, April 21, 2026 at 5:30 PM CALL TO ORDER The Reorganizational Meeting of the Common Council is called to order at 5:32pm. PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENT MEDITATION Pledge of Allegiance is heard, followed by a moment of silence. CLERK ADMINISTERS OATH OF OFFICE Clerk Hull offers the Oath of Office to newly re-elected Mayor Bishop, Alderman Kaczmarski, Matoushek, and Kunz. ROLL CALL Council in-person: Mayor Bishop, Alderman Westphal, Alderman Kaczmarski, Alderman Mielke, Alderman Matoushek, Alderman Siebers, Alderman Kunz Management in-person: Attorney VandeZande, City Clerk/Treasurer Hull, Administrator Schlieve, Police Chief Rasch, Assistant Library Director Garcia, Recreation Director Kaminski, General Utility Manager Brooks Management absent and excused: Public Works Director Daane, Fire Chief Demaa, Finance Director Langenfeld Audience In-Person: Jaedon Buchholz, Marissa Haugen, Leanne Holden, Wesley Kunz, Carissa Snow, Josh Snow, Mike Schwandt, Lori Gansberg, Gabriel Snow, Elijah Snow, Hannah Snow, Grace Snow, Moranda Kunz, Jay Graff NOMINATION AND ELECTION OF COUNCIL PRESIDENT Motion Kunz to nominate Siebers. Second by Matoushek. No other nominations are heard. Motion Matoushek, second Kunz to close nominations for Council President. Motion carried 5-0. Motion Kunz, second Matoushek to appoint Siebers as Council President. Motion carried 4-1 with Siebers abstaining from voting. SELECTION OF DAY OF MONTH AND TIME OF MEETING OF THE BODY OF THE COUNCIL Motion Matoushek, second Siebers to hold the Common Council meeting on the 2nd Tuesday of each month at 6pm and the Committee of the Whole meeting on the last Tuesday of each month at 5:30pm. Motion carried 5-0. DESIGNATION OF OFFICIAL CITY NEWSPAPER Motion Kaczmarski, second Matoushek, to appoint the Action Reporter as the Official City Newspaper. Motion carried 5-0. DESIGNATING PUBLIC DEPOSITORIES AND AUTHORIZING WITHDRAWL OF CITY MONIES 3. Resolution Designating Public Depositories and Authorizing Withdrawl of City Monies Motion Westphal, second Matoushek to adopt Resolution 04-21-26-01 Designating Public Depositories and Authorizing Withdrawal of City Monies. Motion carried 5-0 on roll call. MAYORAL APPOINTMENTS TO BOARDS, COMMITTEES, COMMISSIONS Mayor notes the listed Alderman for the Community Development Authority is Alderman Kunz, not Alderman Kaczmarski as provided. Motion Matoushek, second Kunz to accept the Mayoral Appointments, to Boards, Committees, and Commissions with the correction of Alderman Kaczmarski to the Community Development Authority. Motion carried 5-0. ADJOURNMENT At 5:41pm, motion Kunz, second Matoushek to duly call the meeting adjourned. Motion carried 5-0.
