MINUTES CITY OF WAUPUN COMMON COUNCIL Waupun City Hall – 201 E. Main Street, Waupun WI Tuesday, April 14, 2026 at 6:00 PM CALL TO ORDER Mayor Bishop called the meeting to order at 6:03pm. Ordinance to amend Ch.6.05(C)3 entitled Parking Limitations to Eliminate Handicap Parking Stalls in the Parking Lot South of the 300 Block of E. Main Street Motion Kunz, second Siebers to waive the first reading and adopt Ordinance #26-05 to amend Ch.6.05(C)(3) entitled Parking Limitations to Eliminate Handicap Parking Stalls in the Parking Lot South of the 300 Block of E. Main Street. Motion carried 4-0 on roll call. 2. Ordinance to amend Ch.8 entitled Orderly Conduct to create Ch. 8.15 Rummage Sales Motion Kaczmarski, second Siebers to accept the first reading to amend Ch. 8.15 entitled Rummage Sales. Motion carried 4-0 on roll call. RESOLUTIONS 3. Resolution Authorizing to Commit Matching Funds & Certification of Match Funds Secured Motion Kunz, second Siebers to adopt Resolution 04-14-26-01 Authorizing to Commit Matching Funds & Certification of Match Funds Secured. Motion carried 4-0 on roll call. BOARD/COMMITTEE/COMMISSION RECOMMENDATIONS (Roll Call Motion) 4. Bid Award for Alley Project A - N. Mill St. to N. Madison St. and Project B - N. Madison St. to Fond Du Lac St. Motion Kunz, second Siebers to approve the low bidder Kopplin & Kinas Co. Inc., for the Alley Project A - North Mill Street to North Madison Street and Project B - North Madison Street to Fond Du Lac Street, for the base bid amount of $1,741,299.60. Motion carried 4-0 on roll call. CONSIDERATION - ACTION 5. Police Department Purchase Estimate with Sentinel Supply for Rifle Replacement Program Motion Siebers, second Kunz to approve estimate with Sentinel Supply for the purchase of (2) Sig Sauer M400 Rifles, (2) Sig Sauer SLXC Suppressors, and (2) Romeo 4XT Pro Red Dot Sights. Motion carried 4-0 on roll call. 6. Library Director Job Description Motion Siebers, second Kunz to accept the Library Director Job Description. Motion carried 4-0. 7. License-Permit Applications, Expenses Reminder, Organizational meeting of the Council will be next week Tuesday at 530pm. Motion Siebers, second Kunz to approve the license and permits and authorize payment of expenses. Motion carried 4-0 on roll call. CLOSED SESSION At 6:17p, motion Kaczmarski, second Mielke to adjourn in closed session under Section 19.85 (1)(e) of the WI Statutes for the purpose of Negotiate Land Acquisition in TID 3 for Property Located at 16 N Drummond St and Negotiate Land Acquisition in TID 3 for Property Located at 26 N Mill St. Motion carried 4-0. OPEN SESSION Motion Kaczmarski, second Siebers to reconvene to open session under Section 19.85 (2) of the WI Statutes. Motion carried 4-0. ACTION FROM CLOSED SESSION No action.
