Item 5. MINUTES CITY OF WAUPUN ECONOMIC DEVELOPMENT Waupun Utilities, Conference Room 817 S Madison St., Waupun, WI 53963 Tuesday, April 07, 2026 at 8:00 AM Meeting called to order by chairperson Pete Kaczmarski at 8 am. Roll call taken. Members present include: Kaczmarski, Siebers, Westphal, McArthur, Brooks. Also presented, Attorney Vande Zande, Jeff Daane, Assistant Administrator Langenfeld, and Administrator Schlieve. No one present for public comment Motion Siebers, second McAurther to approve minutes from January 29, 2026 Economic Development Committee meeting. Carried unanimously. Administrator Schlieve reviewed pending legislative changes on housing. The language supporting creation of housing TIDs is of importance to the city. Schlieve notes that a number of property owners and developers are approaching the city. The legislation as written will cap housing TIDs to 3% of equalized value, which is roughly $25M or 60 to 70 homes. Schlieve indicates that we will need to devise a strategy to address the locations and types of housing development we want to see if this legislation passes. Administrator Schlieve reviews the TID 3 back alley reconstruction projects. BIDs came in a third higher than anticipated for the total project with a majority of the costs related to pipe costs and impacting Waupun Utilities. The project timing is crucial as TID 3 expenditure period ends in 2027. The project goals include upsizing water services for upper level apartments, moving utility service currently running under buildings, addressing stormwater needs and improving parking and pedestrian safety overall. Leverage TID 3 in its final year of expenditure to solve problems. Staff is working with MSA to identify possible ways to reduce costs and collaborating to identify priorities and support the needs of the community. Motion Siebers, second Westphal to adjourn to closed session under Section 19.85 (1) of the WI Statutes for: (e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.  Negotiate Public Land Sale and Investment in TID9 for Housing and Commercial Development Along Shaler Drive  Negotiate Land Sale in TID 7, Heritage Ridge  Negotiate Land Acquisition for Industrial Park Needs  Negotiate Redevelopment of 331 Bly Street, TID 10 Motion Siebers, second McArthur to reconvene in open session under Section 19.85(2) of the WI Statutes. Carried unanimously. No actions from closed session. Motion Westphal, second Brooks to adjourn meeting at 9:25 am. Carried unanimously. 2
