The Waupun Economic Development Committee will adjourn in closed session under Section 19.85 (1) of the WI
Statutes for:
(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a closed session.

Meeting called to order by chairperson Pete Kaczmarski at 8 am.
Roll call taken. Members present include: Kaczmarski, Siebers, Westphal, McArthur, Brooks. Also presented,
Attorney Vande Zande, Jeff Daane, Assistant Administrator Langenfeld, and Administrator Schlieve.
No one present for public comment
Motion Siebers, second McAurther to approve minutes from January 29, 2026 Economic Development Committee
meeting. Carried unanimously.
Administrator Schlieve reviewed pending legislative changes on housing. The language supporting creation of
housing TIDs is of importance to the city. Schlieve notes that a number of property owners and developers are
approaching the city. The legislation as written will cap housing TIDs to 3% of equalized value, which is roughly
$25M or 60 to 70 homes. Schlieve indicates that we will need to devise a strategy to address the locations and
types of housing development we want to see if this legislation passes.
Administrator Schlieve reviews the TID 3 back alley reconstruction projects. BIDs came in a third higher than
anticipated for the total project with a majority of the costs related to pipe costs and impacting Waupun Utilities.
The project timing is crucial as TID 3 expenditure period ends in 2027. The project goals include upsizing water
services for upper level apartments, moving utility service currently running under buildings, addressing
stormwater needs and improving parking and pedestrian safety overall. Leverage TID 3 in its final year of
expenditure to solve problems. Staff is working with MSA to identify possible ways to reduce costs and
collaborating to identify priorities and support the needs of the community.
