MINUTES FROM THE CITY OF WAUTOMA MEETING OF THE REGULAR COMMON COUNCIL MONDAY, AUGUST 8th, 2022 7:30 p.m. Mayor Nixon called the regular meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, August 8th, 2022. Present: Mayor John Nixon, Alderpersons Pat King, Aaron Grimm, Steve Ryerson, Bob Cayer, Eric Tratar and Ryan Petersen Excused: Alderperson Cayer Prayer and Pledge took place. Alderperson King moved to approve the minutes from the Regular Common Council meeting held on July 11th, 2022 and Finance and Personnel committee held on July 11th, 2022, and the Planning Commission meeting held on July 28th. 2022. The motion was seconded by Alderperson Petersen and carried 5-0. Mr. Bohler presented both the General Fund Budget Comparison and bank account report. Alderperson Tratar motioned to approve the agenda which was seconded by Alderperson Petersen and carried 5-0. Alderperson Ryerson motioned to approve Operator’s Licenses for Sophia N. Mager (Two20 Taphouse & Grill), Alesia L. Betro (Casey’s) and Debie L. Davis (Casey’s). The motion was seconded by Alderperson Tratar and carried 5-0. Alderperson Grimm motioned to approve a Beer Walk for the Waushara Area Chamber of Commerce at a date TBD. The motion was seconded by Alderperson Petersen and carried 5-0. Alderperson Ryerson motioned to approve Ordinance #2022-02 Regarding Archery Deer Hunting within the Wautoma Landfill. The motion was seconded by Alderperson Petersen and carried 5-0. Mr. Bohler presented his report to the council. Chief Paul Mott presented his report to the council. Mayor Nixon presented his report to council. Alderperson Petersen moved to approve the payment of monthly vouchers. The motion was seconded by Alderperson Tratar and carried 5-0. Alderperson Tratar motioned to approve moving forward with a potential agreement with the Wautoma Area School District regarding absorption of the School Resource Officer position. The motion was seconded by Alderperson Grimm and carried 5-0. Alderperson Grimm motioned to approve acceptance of the 2022 Community Development Block Grant award for public facilities ($1,000,000), which was seconded by Alderperson Petersen and carried 5-0. Alderperson Grimm motioned to approve MSA Professional Services Agreement for CDBG-PF administration, which was seconded by Alderperson Ryerson and carried 5-0. Alderperson Ryerson motioned to appoint Chalene Stratton and Jacqueline Hipsman to fill vacancies on the Jones Fund Board, which was seconded by Alderperson Petersen and carried 5-0. Alderperson Ryerson motioned to adjourn, which was seconded by Alderperson Petersen and carried 5-0. Ordinance #2022-02 Regarding Archery Deer Hunting within the Wautoma Landfill 10. Administrator/Clerk/Treasurer’s Correspondence a. Announcement of approval of $1,000,000 Community District Block Grant for Waupaca Street b. Completed audit for Wisconsin Rural Development c. Briefing on Planning Commission’s decision regarding cellular tower at 1001 E. Main Street d. Update on gas main break e. Update on splash pad issue f. Preparation completed for August 9th Primary Election (Polls open 7am-8pm) g. Attended Fox Valley Tech Advisory Board meeting with their new President h. Wired funds for General Obligation bond payments i. Reviewed Ordinance for hunting at the Wautoma Landfill j. Updated the 2023 Budget Schedule and informed department heads regarding 2023- 2027 Capital Improvement Program items k. Completed final year of the Clerk-Treasurer’s Institute to be certified in both positions l. Met with Ehlers regarding financial status of the City, upcoming projects and TID closure 11. Police Department’s Monthly Report 12. Mayor’s Report to Council 13. Committee Reports: Finance and Personnel a. Discussion and appropriate action regarding the payment of the monthly vouchers. Review of the end of the month vouchers that were paid. Library Board a. None 14. Old Business: a. Discussion and appropriate action to move forward with potential agreement with the Wautoma Area School District regarding absorption of the School Resource Officer position 15. New Business: a. Discussion and appropriate action to accept the award of the 2022 Community Development Block Grant for Public Facilities (Waupaca Street Project) b. Discussion and appropriate action to approve MSA Professional Services Agreement for CDBG-PF Administration c. Discussion and appropriate action to accept the resignation of Dee Dee Jacobowski and Anne Dorwaldt from the Jones Fund Board and appoint Chalene Stratton and Jacqueline Hipsman to fill the vacancies of those members 16.
