MINUTES FROM THE CITY OF WAUTOMA MEETING OF THE REGULAR COMMON COUNCIL MONDAY, JULY 11th, 2022 7:30 p.m. Mayor Nixon called the regular meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, July 11th, 2022. Present: Mayor John Nixon, Alderpersons Pat King, Steve Ryerson, Bob Cayer, Eric Tratar and Ryan Petersen Excused: Alderperson Grimm Prayer and Pledge took place. Alderperson Ryerson moved to approve the minutes from the Special Common Council meeting held on June 20th, 2022 and Finance and Personnel committee held on June 20th, 2022. The motion was seconded by Alderperson Cayer and carried 5-0. Mr. Bohler presented both the General Fund Budget Comparison and bank account report. Alderperson Cayer motioned to approve the agenda which was seconded by Alderperson Tratar and carried 5-0. Alderperson King motioned to approve Operator’s Licenses for Paul M. Hedrick (Wautoma Kiwanis) and Richard Kalata (Wautoma Kiwanis) for the Washara County Fair. The motion was seconded by Alderperson Ryerson and carried 5-0. Mr. Bohler presented his report to the council. Chief Paul Mott presented his report to the council. Mayor Nixon presented his report to council. Alderperson Ryerson moved to approve the payment of monthly vouchers. The motion was seconded by Alderperson Petersen and carried 5-0. Alderperson Cayer motioned to set the direction of funding for the alley and adjacent parking lots connecting Main Street and South Saint Marie Street, designating a 50% funding of pavement-specific costs to be paid for by the owners of the private lots in order to carry out the necessary engineering and design for the project. Alderperson Cayer noted that all other project funding would be funded by the City and the property owners would be assessed for half of the pavement costs based on square footage. The motion was seconded by Alderperson Tratar and carried 5-0. Mary Roble from the Waushara County Health Department spoke on the County’s role on dilapidated properties and health violations regarding these properties. Alderperson Ryerson motioned to move into Closed Session to discuss a personnel matter. The motion was seconded by Alderperson Tratar and carried unanimously by roll call vote. Alderperson Ryerson motioned to adjourn, which was seconded by Alderperson Tratar and carried 5-0. None 10. Administrator/Clerk/Treasurer’s Correspondence a. Submitted Quarterly Reports (IRS 941 and Unemployment) b. Working with legal counsel on a driveway ordinance c. Renewed GIS software for public works d. Worked with the Public Works department to assist with the tournament held at Bird Creek Park e. Update on restrooms at Bird Creek Park f. Submitted insurance claim for lightening strike at Prairie Street Lift Station g. Submitted annual Tax Increment District Report 11. Police Department’s Monthly Report 12. Mayor’s Report to Council 13. Committee Reports: Finance and Personnel a. Discussion and appropriate action regarding the payment of the monthly vouchers. Review of the end of the month vouchers that were paid. Library Board a. None 14. Old Business: a. MSA General Update b. Mary Roble to speak on health code violation enforcement c. Mike Parrott from General Engineering to speak on building inspections regarding code enforcement 15. New Business: a. Discussion and appropriate to move into Closed Session to discuss a personnel matter b. Discussion and appropriate action to reconvene into Open Session 16.
