MINUTES FROM THE CITY OF WAUTOMA MEETING OF THE SPECIAL COMMON COUNCIL MONDAY, JUNE 20th, 2022 7:30 p.m. Mayor Nixon called the special meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, June 20th, 2022. Present: Mayor John Nixon, Alderpersons Pat King, Steve Ryerson, Aaron Grimm, Bob Cayer, Eric Tratar and Ryan Petersen Excused: None Prayer and Pledge took place. Alderperson King moved to approve the minutes from the Regular Common Council meeting held on May 9th, 2022 and Finance and Personnel committee held on May 9th, 2022. The motion was seconded by Alderperson Petersen and carried 6-0. Mr. Bohler presented both the General Fund Budget Comparison and bank account report. Alderperson Tratar motioned to approve the agenda which was seconded by Alderperson Grimm and carried 6-0. Alderperson Tratar motioned to approve a Picnic License for Casa Guadalupe Education Center for Fiesta Hispana at the Waushara County Fairgrounds on July 8th and 9th, 2022 along with annual liquor, beer cigarette and operator’s licenses (addendum enclosed and advertised in the official city paper). The motion was seconded by Alderperson Cayer and carried 6-0. Alderperson King motioned to approve Resolution #2022-03 - A Resolution Approving the Electronic Compliance Maintenance Annual Report. The motion was seconded by Alderperson Grimm and carried 6-0. Alderperson King motioned to approve Resolution #2022-04 – A Resolution Amending the Articles of Organization and the By-Laws of East Central Wisconsin Regional Planning Commission. The motion was seconded by Alderperson Petersen and carried 6-0. Alderperson Grimm motioned to approve Resolution #2022-05 – A Resolution to Rename Lagoon Road to ‘Bobby DeLaura Way’. The motion was seconded by Alderperson Cayer and carried 6-0. Alderperson Ryerson motioned to approve Resolution #2022-06 – A Resolution Adopting the Seven-Year Streets, Water, and Sewer Capital Improvement Plan 2022- 2028 of the City of Wautoma, Waushara County, Wisconsin. The motion was seconded by Alderperson Tratar and carried 6-0. Mr. Bohler presented his report to the council. Chief Paul Mott was excused. Mayor Nixon presented his report to council. Alderperson King moved to approve the payment of monthly vouchers. The motion was seconded by Alderperson Grimm and carried 6-0. MSA presented their general update on road projects Alderperson Tratar motioned to approve Matt Elliott to fill vacancies on the Zoning Board of Appeals and the Parks Committee. The motion was seconded by Alderperson Petersen and carried 6-0. Alderperson Petersen motioned to adjourn, which was seconded by Alderperson Grimm and carried 6-0. Administrator/Clerk/Treasurer’s Correspondence a. Attended the Waushara County Building & Grounds Committee meeting b. Submitted nominees for the joint committee with the Waushara County Building & Grounds representatives for downtown courthouse transition c. Received first disbursement check from Alliant Energy for the solar panel lease d. Carried out the Board of Review meeting for property tax challenges e. Attend the Wisconsin City/County Management Association summer conference f. Working with Bug Tussel Wireless for potential cell tower within the City g. Met with Marchant Schmidt, Inc. regarding CDBG grant to assist with job creation at their newly purchased facility on Tower Drive. h. Working with Trent Nelson on potential property transfer to the Wautoma Rod & Gun Club i. Staff is looking into alternatives to manage the City website, including a potential revamp 11. Police Department’s Monthly Report 12. Mayor’s Report to Council 13. Committee Reports: Finance and Personnel a. Discussion and appropriate action regarding the payment of the monthly vouchers.
