MINUTES FROM THE CITY OF WAUTOMA MEETING OF THE REGULAR COMMON COUNCIL MONDAY, MAY 9th, 2022 7:30 p.m. Alderperson King called the regular meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, May 9th, 2022. Present: Alderpersons Pat King, Steve Ryerson, Eric Tratar and Ryan Petersen Excused: Mayor Nixon, Alderperson Grimm and Alderperson Cayer Prayer and Pledge took place. Alderperson Ryerson moved to approve the minutes from the Regular Common Council meeting held on April 11th, 2022, Reorganizational Council meeting held on April 19th, 2022 and Finance and Personnel committee held on April 11th, 2022. The motion was seconded by Alderperson Tratar and carried 4-0. Mr. Bohler presented both the General Fund Budget Comparison and bank account report. Alderperson Ryerson motioned to approve the agenda which was seconded by Alderperson Petersen and carried 4-0. Alderperson Ryerson motioned to approve a Class “A” Beer license for Wautoma Mobil and a Cigarette license for Wautoma Mobile. The motion was seconded by Alderperson Tratar and carried 4-0. Mr. Bohler presented his report to the council. Chief Paul Mott presented his report to the council. Mayor Nixon was absent so there was no Mayoral Report. Alderperson Tratar moved to approve the payment of monthly vouchers. The motion was seconded by Alderperson Petersen and carried 4-0. Alderperson Tratar motioned to go into Executive Session to discuss a legal matter. The motion was seconded by Alderperson Petersen and carried 4-0 by roll call vote. Alderperson Tratar motioned to reconvene into public session. The motion was seconded by Alderperson Petersen and carried 4-0. Discussion took place regarding problematic properties and potential changes/expansion of City code enforcement. Alderperson Ryerson motioned to adjourn, which was seconded by Alderperson Tratar and carried 4-0. Citizens’ request to speak before council: Per Wautoma’s Code of Ordinances Chapter 2, Article 2, Division 2, Section 2-49 …members of the public addressing the council are limited to five minutes per person or group… a. None 8. License Applications: a. Class “A” Beer license for Wautoma Mobil (Dinesh Kumar Tiwari of Hollandtown Minimart, LLC); b. Cigarette license for Wautoma Mobil (Dinesh Kumar Tiwari of Hollandtown Minimart, LLC) 9. Ordinances/Resolutions/Proclamations: a. None 10. Administrator/Clerk/Treasurer’s Correspondence a. Credit for Aaron Spees looking into and receiving a $3,800 credit from Alliant for LED changes on street lights b. Fence on Ste. Marie parking lot c. Completed Room Tax report d. Researched potential recommendations on problematic properties e. Worked with MSA Engineers and Hometown Bank on CDBG grant and interim funding f. Initial development agreement payments to DK Land Development, LLC. g. Submitted Notice of Incident for street sweeper collision h. Completed lease with the Rod & Gun Club for use of city property 11. Police Department’s Monthly Report 12. Mayor’s Report to Council 13. Committee Reports: Finance and Personnel a. Discussion and appropriate action regarding the payment of the monthly vouchers. Review of the end of the month vouchers that were paid. Library Board a. None 14. Old Business: a. MSA General Update b. Discussion and appropriate action regarding the Road Improvement Capital Improvement Program c. You are hereby notified that the Common Council and staff of the City of Wautoma will convene into closed session after all regular business has been concluded and upon motion duly made and seconded and acted upon by roll-call vote as required under Wis. Stats. § 19.85(1)(a). The purpose of the meeting is to confer with special legal counsel who is rendering oral or written advice regarding enforcement options and strategy for possible litigation in which it is likely to become involved as authorized under Wis. Stat. §19.85(1)(g). Specifically, to be discussed are issues regarding active code violations taking place at 220 S. Ste. Marie St. You are further notified that at the conclusion of the Closed Session, the Common Council may convene into open session pursuant to Wis. Stats. § 19.85(2), for possible additional discussion and action concerning any matters discussed in closed session and for adjournment. d. Discussion and appropriate action regarding items discussed in closed session. 15. New Business: a. Discussion on problem properties and potential code enforcement expansion 16.
