MINUTES FROM THE
CITY OF WAUTOMA
MEETING OF THE REGULAR COMMON COUNCIL
MONDAY, MAY 8th, 2023
7:30 p.m.
Mayor Nixon called the regular meeting of the City of Wautoma Common
Council to order at 7:30 p.m. on Monday, May 8th, 2023.
Present: Mayor Nixon, Alderpersons Patrick King, Aaron Grimm, Ryan Petersen,
Steve Ryerson, Bob Cayer, and Eric Tratar
Excused: None
Prayer and Pledge took place.
Alderperson King moved to approve the minutes from the Regular Common
Council meeting held on April 10th, 2023, Reorganizational Council meeting held on
April 18th, 2023 and Finance and Personnel meeting held on April 10th, 2023. The motion
was seconded by Alderperson Tratar and carried 6-0.
Mr. Bohler presented both the General Fund Budget Comparison and bank
account report.
Alderperson Petersen motioned to approve the agenda which was seconded by
Alderperson Ryerson and carried 6-0.
Alderperson Ryerson motioned to approve Operator’s Licenses for ChaNelle M.
Baines (TJ Rinaldi Chiropractic), Debra K. Kaiser (CoreQuest Yoga), Cindy L. Scheer
(Wautoma Garden Center), Tanya M. Eagan (Salon Muse), Aaron Vincent (Dollar
General), Elissa A.D. Apland (Grizzly Fitness), Becky Tratar (Coldwell Banker). The
motion was seconded by Alderperson Grimm and carried 6-0.
Mr. Bohler presented his report to the council.
Mayor Nixon presented his report to the council.
Alderperson King moved to approve the payment of monthly vouchers. The
motion was seconded by Alderperson Tratar and carried 6-0.
Alderperson Petersen motioned to approve all remaining Mayoral Committees.
The motion was seconded by Alderperson Ryerson and carried 6-0.
Alderperson Grimm motioned to repeal and revise action regarding on-street
alcohol sales to allow for open carry of alcohol in the designated downtown district (per
Code of Ordinances) only during the hours and dates of the Open Air Market. The motion
was seconded by Alderperson Tratar and carried 6-0.
Chief Mott presented Lieutenant Rosin with the Valor Award for his heroic
actions taken in the line of duty.
Alderperson Cayer motioned to go into Closed Session regarding personnel and
legal matters. The motion was second by Alderperson Grimm and passed unanimously by
roll call vote.
Alderperson Grimm motioned to go into Open Session, which was seconded by
Alderperson Ryerson and carried 6-0.
Alderperson Petersen motioned to approve moving forward in the appeal process
regarding a zoning matter. The motion was seconded by Alderperson Grimm and carried
6-0.
Alderperson Petersen motioned to adjourn, which was seconded by Alderperson Grimm
and carried 6-0. The meeting was adjourned at 8:55 p.m.

referendum
e. Committed to role with WASD to lead referendum efforts in 2024

b. Discussion and appropriate action regarding on-street alcohol sales during Open Air
Market (per request to readdress from June meeting)

a. Presentation for Lieutenant Joey Rosin – Valor Award
b. You are hereby notified that the Common Council of the City of Wautoma will
convene into closed session after all regular business has been concluded and
upon motion duly made and seconded and acted upon by roll-call vote as required
under Wis. Stats. § 19.85(1)(a). The purpose of the meeting is to confer with legal
counsel who is rendering oral or written regarding strategy to be adopted with respect to
litigation in which it is involved as authorized under Wis. Stat. §19.85(1)(g). Specifically,
to be discussed are post judgment and appeal options for Waushara County Case No.
2021CX01.You are further notified that at the conclusion of the Closed Session, the
Common Council may convene into open session pursuant to Wis. Stats. § 19.85(2), for
purposes of potential additional discussion and/or action on any matters discussed
in closed session and for adjournment.
