1. Request by Gretchen Dodgion, Christ King School, to waive 23-231
extraordinary services fees for the CK2K special event on September
29, 2023
Gretchen Dodgion, applicant, presented. Christ King is trying to be more inclusive in the
community, and is putting on a fun run event in the fall in the Pasadena neighborhood
and is asking that the City consider waiving the extraordinary fees. The money raised for
the event will go towards their endowment fund, which helps people who cannot afford
tuition to be able to go to Christ King. Every dollar counts, and is hoping to have some of
the fees waived.
Administrator Archmabo - historically, the City has been consistent for all special event
applicants and has not waived fees.
Ald Melissa Dolan - spoke against the waiver of fees for a private religious organization

Atty Kesner presented. He briefed the Committee the Shared Revenue bill (2023 Act 12), State
Budget bill (2023 Act 19), and the "Land Development Review" (2023 Act 16)

8. Application for new 2023-2024 Operator's License by Adam Chausee 23-238
for review
Braatz presented. The applicant has several substantially-related convictions in 2017 and 2022
which caused the Clerk's Office to deny the initial application due to the applicant becoming a
habitual offender. Pursuant to Wis. Stat. 111.335(4)(c)1.b., the applicant was afforded an
opportunity to provide competent evidence of rehabilitation.
Adam Chausee, applicant, presented. He has been sober for more than 800 days. He attended a
Sober Living facility, and the Director submitted a letter of recommendation. He is on a path to
turning his life around. Lowlands hired him more than two years ago and put him on a
supervisory path. They would like him to get his Operator's License to cover the bar and other
areas during staff shortages.
Motion was to override the Clerk's Office denial and issue the Operator's License to Adam
Chausee. Mr. Chausee was able to provide competent evidence of rehabilitation. The motion
included a 6-month review.
