ROLL CALL Present 4 Commissioner, Chair Danielle Long Commissioner Greg Leahy Commissioner Phillip Morris Commissioner Victor Plantinga Excused 1 Commissioner Stan Stojkovic APPROVAL OF MINUTES Motion by Plantinga to approve the September 20, 2023, minutes, seconded by Morris. Motion approved. Motion by Plantinga to approve the October 16, 2023, minutes, seconded by Morris. Motion approved. CORRESPONDENCE None REPORT OF THE FIRE CHIEF 1. Operational Updates 23-836 A. Monthly call volume 1) 813 calls - September 2023, 7,424 YTD 2) 6,616 same time in 2022, 11% increase B. Significant Incidents 1) None C. Shared Services 1) Will continue to staff E55 at MFD station in 2024 RESULT: INFORMATIONAL ONLY 2. Administrative Updates 23-838 A. 2024 Budget 1) $16.2 Million total budget 2) Exec. Review - Approved 2 new FF FTE 3) Denied Admin Support and EMS Manager 4) 2 FF/EMTs going to paramedic school 5) Working with city admin for split time admin support B. Fall 2023 Hiring Process Page 1 of 3 Police and Fire Commission Meeting Minutes - Final October 18, 2023 1) Joint process with normal departments 2) Application deadline - October 23, 2023 3) As of October 17, 2023, approx. 50 applications 4) Expecting to hire 7-8 combined interns/applicants C. Intern Program 1) Current - 10 interns 2) 8 interviewed on October 16, 2023, all passed 3) 2 others, very new, still taking entry level FF & EMT D. Performance Evaluation Process 1) Working with HR to better align annual performance reporting process with department specific goals 2) 5 categories: Work quality/production, Teamwork/Inclusion, Customer Service, Communication, Management/Leadership 3) By contract, evals don’t impact pay for represented members, but can assist with future development opportunities RESULT: INFORMATIONAL ONLY REPORT OF THE POLICE CHIEF 1. Operational Updates 23-837 A. Proactive policing initiatives 1) Speed, OWI, seatbelt grant enforcement 2) Reckless driving and M/V theft patrol measures 3) Community Engagement Initiative: Foot patrols, park patrols B. Call volume-Year to date 1) Calls Initiated a. 41.5% SIFA (Positive news due to 23% inactive status) b. 58.5% caller generated 2) YTD - 17.9% increase in calls compared to last year (with only 77% active sworn employees) 3) YTD - 11.8% Decrease in M/V thefts RESULT: INFORMATIONAL ONLY 2. Support Services 23-778 A. Staffing update as of October 7, 2023 1) Authorized 110 sworn officers (added Sergeant by FMLH Contract) a. 85 active officers (77%) - This has been consistent since early 2022 +/- 3-4% b. 12 vacant positions c. 13 inactive officers (12%) - FTO, Academy, FMLA, IOD, Military, etc. B. Froedtert Hospital Emergency Room-update 1) Deployed resources - October 1, 2023 at 6:00 AM 2) Staffing good so far C. Administrative Update 23-840 A. Change of Night Parking process 1) Working with City Communications Department 2) Website 3) Efficiency B. Change of Office hours 1) Once Parking Process is solidified, pilot program to test reduced hours 2) Almost all other law enforcement agencies in the state - reduced hours for public lobby areas 3) Helps with reduced staff 4) Hiring - Front office, 2 vacancies C. Budget presentation to Financial Affairs-October 24th 1) Efficiency, leveraging technology 2) Flock cameras incrementally being implemented in the City of Wauwatosa, 2 out of 10 installed RESULT: INFORMATIONAL ONLY ADJOURNMENT Meeting adjourned at 4:54 PM.
