Operational Updates 23-935 A. Mental Health calls for service · Presented at COW on November 7, 2023 with Health and Fire · Educational presentation on limitations of Police, Fire, and Health in dealing with homelessness, drug/alcohol dependency, mental illness · Large increase in calls for service; takes lots of time and resources, have city social worker to help but still not enough · County cannot find a Social Worker to get our CART team started, applied for grant to move towards similar program; at municipal level called “Co-Response” or “Community Response” 2-year grant if awarded to start in June 2024 · Resources and systems at State/County level for these social issues are struggling: lack of Social Workers, Clinicians, low mental health clinic capacity; MEHC/Granite Hills running at around 30% capacity of beds that it should be for the entire Page 1 of 4 Police and Fire Commission Meeting Minutes - Final November 15, 2023 county B. Pursuit decision making · State law, Policy, Procedure and training guide, Officer and Supervisor decision making before and during pursuits · Decision to pursue or not is based on many factors: seriousness, (or lack thereof) of offense, time of day, traffic or weather · Every pursuit is reviewed by Supervisor, Shift Lt., Patrol Capt., for compliance due to the high-risk nature of pursuits · Correction, training or discipline occurs as needed o Have a discipline record for Officers and Sgts to gain compliance with P&P, and performance on the street · Most recent pursuit/fatal crash, an initial internal review shows that the pursuing officer followed P&P perfectly - No fault of Officer or Dept. o Full pursuit debrief and review still in progress RESULT: INFORMATIONAL ONLY 2. Support Services 23-936 A. Use of Force data · From October 2020 - October 2023 o 106,325 calls for service o 169 calls involved force o 0.15% of all calls involve force and/or threat of B. Froedtert Hospital Emergency room-update · Working through challenges with mental health calls. Mostly positive feedback RESULT: INFORMATIONAL ONLY 3. Administrative Updates 23-939 A. Budget process-Axon de-escalation Capital project · Infrastructure item was introduced and presented to City Executive Staff including Mayor, FAC, and others · Capt. Gabrish and Finance Director John Ruggini will continue to have strategic meetings to figure out finances/funds to pay for some type of upgrade in 2024/2025 · Current contract is in effect until January 1, 2026. Need upgrades: Taser, Squad video, body cams, (which were just upgraded as part of current contract), and the future of virtual reality training - great for de-escalation and less lethal as well as less injuries sustained during training · Axion has been told we will continue to work with them, but finances are not available at this time · Police Admin will continue to work on project as well as look for grant help B. Change of front office service hours · Staffing and hiring have been difficult Page 2 of 4 Police and Fire Commission Meeting Minutes - Final November 15, 2023 · Looking to run office hours from 7am to 8pm and eliminate 8pm to 11pm · New parking site eliminates about 80% of what that employee did for 3 hours · Pilot program for 6 months to see how it goes, can always switch back RESULT: INFORMATIONAL ONLY REPORT OF THE FIRE CHIEF Chief James Case, presented. 1. Operational Updates 23-910 A. Monthly call volume · 788 Total incident - October 2023 · 8,145 total YTD incidents compared to 7,332 incidents same time in 2022 (10% increase) B. Significant incidents · Milwaukee Cambridge (Cambridge/Oakland) fire on Sunday, high-rise fire, sent B5 and T51 to assist, 10 injuries, reviewed high-rise response procedure · Recent cardiac arrest at local car dealer, triggered new program similar to smoke detector sweeps after a fire C. Shared services · No report RESULT: INFORMATIONAL ONLY 2. Administrative Updates 23-911 A. 2024 adopted budget · No changes made through Finance · Will be voted on by full Council on November 21, 2023 · If approved, 2 additional firefighter positions as well as capital improvements and 2 fire trucks in 2027 & 2028 B. Fall 2023 hiring process · 79 total applicants · 59 met minimum requirements (given one week to produce missing documents) · 2 paramedics (one only interested in West Allis) · Will be interviewed by joint FD panel first week of December · Request PFC interview first two weeks of January for one night · Likely hiring 6 maybe 7 C. Social Worker collaboration · Quarterly update meetings with Police/Fire/Health · Facility dog being implemented · Division Chief Sandoval assisted with Council discussion of homelessness Page 3 of 4 Police and Fire Commission Meeting Minutes - Final November 15, 2023 · Grant application for crisis response program, may include FD medics D.
