Approval of minutes of the February 21, 2024, regular meeting 24-0435 RESULT: APPROVED MOVER: Victor Plantinga SECONDER: Greg Leahy CORRESPONDENCE None REPORT OF THE FIRE CHIEF James Case, Fire Chief, presented. 1. Operational Updates 24-0426 A. Monthly call volume · 711 calls in February 2024 · 1632 total in 2024, 1500 same period in 2023, 8% increase B. Significant incidents · February 6, 2024 - Structure fire - 800 block N 73rd Street. Single family house. No injuries. One dog died, significant damage C. Shared services · Common Council approved intergovernmental agreement with the City to help RNC in July · Will provide one engine or ladder truck, one paramedic, one chief - Page 1 of 4 Police and Fire Commission Meeting Minutes - Final March 20, 2024 total of 3 units and 7 personnel RESULT: INFORMATIONAL ONLY 2. Administrative Updates 24-0427 A. Personnel actions · Lt. Mike Sauer retired Friday, March 8, 2024 after 31 years · Firefighter Travis Padgett promoted to Lt. approved process, this is a union position managed by contract · Lt. Justin Schulpius - Two-week notice, April 6 to New Berlin Fire Department B. Spring 2024 hiring process · Nine job conditional offers presented; pending final medical/psych/backgrounds · May hire up to three more based on interviews/certification · All but one would be from the intern program RESULT: INFORMATIONAL ONLY REPORT OF THE POLICE CHIEF James MacGillis, Police Chief, presented. 1. Operational Updates 24-0428 A. Labor contract with WPOA · Approved by WPOA - 80% “yes” vote · Provides pay to get Police Officers to #2 of 9 comparable agencies · Provides retiree healthcare stability to help retain senior staff B. RNC updates · Planning continues for our own and providing regional help · We will have all staff available during the week to secure the 6 hotels/delegates · We will commit Motor Officers, Tactical Officers, and CIRT Officers - reimbursed by MPD RESULT: INFORMATIONAL ONLY 2. Support Services 24-0429 A. Lieutenant promotional results B. Training plan in 2024 1. Budget increases via legislation · 50% increase in reimbursement in 2024 and another 50% reimbursement in 2025, ultimately doubling State per Officer reimbursement for CEU’s 2. Training goals · 2024 will be tactically focused with pursuit driving refresher at WCTC. No in-house in-service this year. MRMC update · February 12, 2024, we temporarily suspended providing police services to the FH ED through the remainder of 2024 due to staffing. This will also indefinitely delay the deployment of the second MRMC campus squad. RESULT: INFORMATIONAL ONLY 3. Administrative Bureau 24-0430 A. CPA graduation next week - March 25, 2024 · Firearms on March 18, 2024 B. Merit awards March 21, 2024 (closed ceremony) C. Lobby upgrade and temporary closure · April 26 - May 17, 2024 - Renovation of Lobby that includes new window and concrete structure, communications system, aesthetic changes and sound reworking to eliminate echo chamber. Paint and Wauwatosa PD branding with symbols and ghost decals on windows. · Working with City Communications to announce to public of that closure · Internal changes for civilian employees to work at City Hall · System at PD for allowing for calls while also communicating additional services at City Hall D. Flock system update · 8 of 10 cameras up · Flock will be delaying payment needed to when all are up and working due to all of the delays that have occurred on their end · Non-disclosed locations E. Grants · CVMIC Grant will gain $2,500.00 for help in paying for Mental Health services for our employees at the PD (sworn and civilian benefiting) · Neighborhood Watch Committee Grant - Gained approximately $6,200.00 to purchase items that otherwise would not be obtained · 7 of 10 items approved that were asked for by Admin RESULT: INFORMATIONAL ONLY 4. New Police Officer interview questions 24-0442 · Subcommittee work with Lt. Gierach - process complete RESULT: INFORMATIONAL ONLY CLOSED SESSION Motion by Plantinga, seconded by Leahy, to convene into closed session at 4:59 P.M. pursuant to Wis. Stat. 19.85 (1)(c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and may reconvene into open session . Motion passed unanimously. 1.
