Approval of minutes of the March 20, 2024, regular meeting 24-0566 RESULT: APPROVED MOVER: Stan Stojkovic SECONDER: Phillip Morris CORRESPONDENCE None REPORT OF THE POLICE CHIEF James MacGillis, Police Chief, presented. 1. Operational Updates 24-0562 A. RNC preparation · We are attending MPD sponsored training for the upcoming RNC · Training, some equipment and employee hours are being tracked for reimbursement · Primary intent - safety and security of Wauwatosa while supporting the RNC’s impact and mission on Wauwatosa B. Significant crime incidents · Burglary at Mayfair Mall - example of public/private partnership working together to apprehend suspects. Four out of state suspects from Illinois charged; further investigation continues. Legislative updates · Fair Act regarding civil forfeiture laws; Fourth Amendment Is Not For Sale Act will highly restrict LE in both high-level narcotic investigations, and IKAC prevention and prosecution. I met with Senator Johnson and will be meeting with State Legislators regarding new state legislative changes B. Domestic violence investigations LAP 2.0 · Our involvement as an agency in State wide systems changes to directly impact intimacy-based family violence RESULT: INFORMATIONAL ONLY 3. Administrative Bureau 24-0564 A. Flock system update · Eight installed and two more to go; delayed due to vendor. Captain Gabrish working directly with Finance Director Ruggini and vendor B. Front office remodel Remodel will start April 29. Systems changes will be posted in our social media pages and the details are being worked out about counter calls RESULT: INFORMATIONAL ONLY REPORT OF THE FIRE CHIEF James Case, Fire Chief, presented. 1. Operational Updates 24-0570 A. Monthly call volume · 1073 calls in March 2024 · 2376 total 2024, 2330 same period in 2023; 2% increase B. Significant incidents · None C. Shared services · Consideration for system wide whole blood supply for traumatic injuries · Continued planning for RNC RESULT: INFORMATIONAL ONLY 2. Administrative Update 24-0571 A. Personnel actions · Lt. Justin Schulpius resigned April 6, 2024 to New Berlin PD · Captain Scot Fridrick retirement notice effective April 16 after 31 years · Will create need for a captain testing process · HEO testing process completed 12 applications, 11 passed written, 9 passed practical and place on 1-year eligibility list · FF McGuire promoted (10.5 years) Page 2 of 3 Police and Fire Commission Meeting Minutes - Final April 17, 2024 B. Review and approval of Assistant Fire Chief promotional process · Recruitment process recently posted internally through April 16 · Process will likely occur early May with delayed start of Sept/Oct · This process was previously approved by PFC but don’t have the date documented C. Discussion regarding future modifications to the hiring process · Like to discuss PFC feelings on allowing FD to hire non-certified applicants in the future · Many options including delayed start of JFTA and probation period · 10 of 12 of this group were interns, other departments now hiring as well (Grafton/Cedarburg/Theinsville) · As post-retirement health benefits decline, concerned about meeting future needs · If it will be considered, will work with HR to update our process and present at future meeting for approval RESULT: INFORMATIONAL ONLY CLOSED SESSION Motion by Stojkovic, seconded by Plantinga, to convene into closed session at 5:02 P.M. pursuant to Wis. Stat. 19.85 (1)(c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and may reconvene into open session . Motion passed unanimously. 1. Interviews of candidates for Police Officer positions 24-0567 Interviews for candidates of Police Officer positions - 2 RETURN TO OPEN SESSION TO CERTIFY ELIGIBILITY LIST Motion to return to open session at 6:30 P.M. by Plantinga, seconded by Leahy. A motion to certify list was made by Leahy, seconded by Plantinga . Motion passed unanimously. The list was approved. ADJOURNMENT Meeting adjourned at 6:34 P.M. Page 3 of 3
