A. Monthly call volume
· 829 calls in April 2024
· 3205 total in 2024, 3127 same period in 2023
B. Significant incidents

· Continue with RNC planning

2. Administrative Updates 24-0714
A. Personnel actions
· Asst. Chief Barb Kadrich was awarded the Milwaukee Business
Journal Women of Influence, will be presented on June 5, 2024
B. Current recruit academy
· First academy graduated last Friday (5/10/2024) with 4 personnel (First
Oak Creek FD student)
· First recruit removed due to injury, will be part of second academy
· Second academy starts Monday, May 20. 8 personnel, 20 total
C. Assistant Fire Chief process
· One internal applicant, interviewed on May 8, 2024; made offer
· If offer is accepted, will tentatively be promoted October 6, 2024
· This will trigger cascading internal promotions and movement
D. Intern program
· Three current interns
· Process open now, will close in two weeks

James MacGillis, Police Chief, presented.
1. Operational Updates 24-0708
A. Staffing updates.
· 19% under full staffing due to retirements, resignation, military leave,
and employees in training status. Hiring processes underway for office
assistant, parking specialist, and CSO. One probationary officer
resigned - Emma Romant
B. Harm reduction patrol initiatives
· Using data to inform of not only where the most crashes occur, but
which intersection and roadways are the most dangerous. Crash count
x CFS code weight + (Total fatalities + total injured) x Year-weight/n
the sample size - uses visible presence and enforcement.
· Flock - 9 out of 10 up and working. Tenth should be installed this
week and then all 10 working by next week.
· Lenco Bearcat will be delivered at the end of this week

2. Support Services 24-0709
A. Captain promotional process - review and approval request
Will be conducting a process in early August. Announcement with
critical rated dimensions, cover letter and resume, writing exercise,
oral board presentation exercise, employment file, discipline and
evaluation review, naming the promote in August with promotion in
March 2025 - request vote/approval of the process

3. B. Detective promotional process 24-0711
WPOA contract determines the process and we have vacancies. Anticipate
a late summer process. Any modification would require collaboration
between WPOA and City approval (involves PFC and HR as part of City)

4. Administrative Bureau 24-0710
A. Use of Force policy
· Recent work conducted by work group to develop a first-person system
that provides data and information to administration without
diminishing police officer efficiency. Used the ERP philosophy
including management, supervisor, lead instructor and practitioner
B. CPSM update
· Completed with an 87.19% integration. We are now focusing on
updating our WUPD strategic plan since CPSM had been a heavy lift
