Wednesday, September 3, 2025 at 6:00 PM
Council Chambers
The Tree Board regularly scheduled meeting on Wednesday, September 3, 2025 at 6:00 p.m. in
the Town Council Chambers at Town Hall, 30 S. Main Street, Weaverville, N.C.
1. Call to Order
Tree Board Members Present: Chairman Russ Kantner, Inger Stallman Jorgensen, Gary
Harmon, Caleb Hudson, William Mobley, Pauline Griffith and Andrew Shelton.
Absent: Patrice Sheehan
Staff Present: Town Clerk Tamara Mercer
Citizen present: Keith Aitken, City of Asheville Arborist
2. Adopt or Amend Agenda
Mr. Shelton requested to add agenda item: tree trimming contractor on Oak Street.
Chairman Kantner moved to amend the agenda to add tree trimming contractor on Oak
Street, and adopt the agenda as amended.
Carried unanimously. 6-0.
3. Approval of Minutes August 6, 2025
Ms. Stallman Jorgensen moved to approve and adopt the meeting minutes of August 6, 2025.
Carried unanimously. 6-0.
4. Tree Trimming Contractors
Discussion regarding the Oak trees damaged on Oak Street and the Duke Energy contractor,
Asplundh tree trimming procedures and process. It was noted that trimming trees
incorrectly can cause infestation, blight, or worse due to time of year and or wrong methods
of trimming. Heritage, landmark, and significant tree designations were discussed.
Mr. Aiken noted that if trees were impeding live power lines, they are removed along those
rights-of-way or on property owners' properties, regardless of the heritage or significant
tree designation.
Ms. Griffith stated she will follow-up with best practices and consult with the Arboretum
staff and Mr. Shelton stated he would follow-up with Black Mountain's ordinance.
5. Old Business- Davey Group Contract
Members expressed concerns regarding the on-site arborists collecting data in the field. The
kick-off meeting will be virtual, and Gary and Pauline expressed interest in attending. David
Fisher, Public Works grounds superintendent, will be present as well.
6. Old Business- Public Engagement and Education
August 9th Music Concert Series Tree Board table and upcoming September 13th table to be
manned by Pauline, Gary and possibly Inger and Bill.
Providing educational materials to the public regarding invasive species, native Carolina
plants, stormwater runoff, and possibly give away seeds.
7. Adjournment
There being no further business Chairman Kantner adjourned the meeting at 7:15 p.m.
