Date: 2/15/2021 2:22 PM Subject: Dave Buck's "Remarks of Visitors" at City Council R€gular Zoom Meeting, 2/16/21 Dear Mayor, City Council & City Staff, My hope this evening is for you to heed the call to "Carpe Diem", or seize the day, on your fiscal year 2021-2022 planning, to ideally be completed over the next six weeks before Joan's fiscal operational budget cycle begins in earnest in April. To me, it is critical that you complete this work now as your goals could impact department budgeting or necessitate creating your own Council budget. Versus a full-blown strategic plan, the City could focus only on its three familiar plan elements: 1) its overall long-term mission statement; 2) its longer-term visional directions; and 3) its shorter-term fiscal year goals. According to the City's web site, the last visional directions and goals were developed for fiscal 2018-2019, but it was not changed or updated for 2019-2020 or 2020-2021. If Council decided to simply extend the 2018-2019 plan into the next two years, I was unaware. I think you could knock out a new 2021-2022 plan in a day or less because I think you know in your hearts what the City's needs, problems and opportunities are. Personally, I would start such a planning session with Council & Staff's self-evaluation of your performance against your 2018-2019 goals, then proceed to discuss and update your three plan elements. For example, should the City's mission statement be updated to reflect Webster Groves as "City of the Arts" and the value you place on diversity, equity and inclusion? For example, should the visional directions be updated to include fostering the real character and values of the community? For example, should the fiscal goals be updated to include the redevelopment project and addressing gentrification and the loss of our black population? Again, I think you know in your hearts what needs to be done. All that is left is to "Carpe Diem"!!! PEACE. No municipality has ever taxed its residents and businesses into prosperity, but it sure has taxed them into leaving. Webster Groves already has 12 special taxes in addition to property, education, and library taxes; a 13th tax is on April's ballot; and now city council is thinking about adding a fourteenth "Big House" tax? 9. According to best-selling author and CPA, Tom Wheelwright, sales tax is the number one tax that bankrupts businesses. At 9.24%, Webster Groves has the 4th highest sales tax in the nation. 8. Does this city with its $31.4 million dollar budget really need the projected $250 thousand dollars in tax collections more than our struggling residents and struggling local businesses? 7. No municipality spends taxpayer money as wisely as the taxpayer spends his and her own money. The council proposes to use the tax collected to buy ... foreclosed houses for low-income residents, give money to low-income residents to buy a house, and pay the utility bills and home repairs of low-income residents. Local government should not be using taxpayer money for non-governmental charity purposes. 6. Any tax gets passed along and paid by the consumers, making purchases more expensive and resulting in fewer sales and even less sales tax collected. 5. It is a toxic tariff that will have the same retail sales killing effect the Smoot-Hawley tariff had during the Great Depression by raising prices on all imported out-of-state goods. 4. It will eviscerate Webster's retail businesses as they leave Webster to follow their customers and escape having to pay the high sales tax rate on all the goods and supplies they themselves buy online from other businesses. 3. Taxation without Representation. The use/internet sales tax would be collected by the Streamlined Sales Tax agency. The SST is an independent non-governmental agency that operates without voter or government official control. 2. Local shopping in today's online era means "everywhere." Don't tax away our out-of-state competitive advantage to the 27 states without a use/internet sales tax. They will gladly take away our retail sales and welcome our retail businesses leaving us with yet another bank, half-filled retirement home, or city-council-subsidized, low-income housing project to fill-in downtown Webster. 1. This tax will apply to every household that purchases $42 per week or $167 dollars per month of online shopping, to exceed the $2,000 threshold. Imagine paying 9.24% on everything you buy online, paying it to an unaccountable agency, for it to be redistributed to whatever pet spending project the council can dream up. It may become a reality on April 6th, unless you oppose the unlucky 13th Webster Groves use/internet sales tax. In particular, there seems to be a wish to use the tax to subsidize low income housing. But why? What, exactly, is the need or demand for that housing? Is it just someone's political idea that "it would be a good thing to have more low income people in Webster Groves because we're too much of a middle class suburban community now"? Does this go along with the idea of a "Big Home Tax", to punish the more prosperous members of the community for not being sufficiently deferential to the poor? I am always suspicious of X, Y and Z arguing and voting for public policies to take money from A and B and give it to C and D, without asking A, 8, C and D for their opinion. Similarly, I am also concerned that the City may add a "Director of Public Affairs/Community Engagement" position and a "Diversity Equity and Inclusion program [as] a permanent budget item with ongoing administrative personnel additions and program implementation costs". It seems to me that these initiatives will ultimately make things worse rather than better, because when you employ bureaucrats whose job is perpetually to look for problems and talk about them, they are always going to find some. Then the City will end up devoting more and more people and resources to address those problems--but somehow they never actually solve the problems or make them go away. Finally, is it really necessary always to refer to our City Manager as "Marie Peoples Ph.D."? The insistence on calling public officials by fancy titles (no matter how much those titles are actually earned and deserved) doesn't increase respect for the officials--it just makes some constituents call them other names behind their backs. We have lived here since 1976, and are extremely familiar with the struggle the city has with finding enough money to cover the budget. That is why we have one of the highest real estate tax rates, if not the highest, in the County. We don't have enough retail sales tax to relieve the tax burden on the homeowner. Webster relies on people who want to live here in spite of our onerous real estate taxes. So I can't help but wonder why the city is knocking itself out to promote low­ income housing and punish high-end housing, to make us into a lower-end community. Webster Groves' reputation has always been upscale, with emphasis on lovely homes. Why are you trying to destroy that?? I am really concerned about measures such as: "Limit size of homes", and a "big house tax". "Big house tax"? -- this is blatant redistribution of wealth. Also, I live in Webster Park. The new zoning would surround us with multi-family housing. How does any of this help keep ANY upscale homeowners in Webster Groves. And we NEED to attract and keep upscale homeowners to pay the high taxes necessary to fill the city's coffers. If these measures go into effect, this city will lose it's stellar reputation which attracts high income people, and they will not only no longer come here, those already here will move. I have lived in Webster Groves for nearly ten years, and I have never witnessed the use of a low speed golf cart that I would characterize as dangerous or in need of anymore regulation than that provided under the current Missouri statutory framework. I've talked to friends family and neighbors, and all seem to be in agreement that good for Webster. I think it is evident that transportation modes like electric scooters, which I understand are now permitted in Webster, by services such as Lime Scooters, etc., are much more hazardous, both To innocent bystanders as well as to the people piloting these vehicles, often in violation of safety standards, like age limitations and the wearing of protective gear (or lack thereof). It would be a shame to regulate away the freedom to drive these safe, efficient, and neighborly vehicles. I also believe that if golf carts are made explicitly illegal, many current road-legal vehicles would need to be reevaluated. If an argument is made that golf carts are too unsafe to drive, an argument which I find to be far-fetched, then an even stronger rational argument would have to be made that mopedsNespas, motorized scooters, and even bicycles would need to be banned from city roads as they are all significantly less safe than golf carts. Not only can this conclusion be reached logically, but there are mountains of data backing this up. If I had to get hit by a car and I could choose between being in a golf cart, a moped, a motorized scooter, and a bike, I would choose the golf cart without thinking twice as I'm sure most people would. I support the city's ability to regulate our traffic code, but to completely ban its citizens from driving golf carts when the will of the people are for it, would be another defeat for popular opinion. If anything it will increase the social interactions between our residents. Just approving golf carts in Webster Groves will not increase the amount of carts on the current roads. The point of parking issues becomes a mute point as instead of driving your car to a local restaurant or shop the golf cart owner will drive there cart instead. I propose you pass the golf cart ordinance as amended and agreed upon at the last city council meeting. Golf carts are allowed in our neighboring communities of Shrewsbury, Crestwood and Kirkwood with no current issues. We have invested a lot in preserving Webster Groves' history by restoring a 100+-year-old home that won your historic preservation award. We did this because we love the sense of community in Webster, and some of our family has grown up, gone to high school, and lived here for several years. We know and have seen golf carts improve this sense of community and have driven them in Webster ourselves without incident for years. If you ban golf carts on our streets, you should also consider prohibiting bikes as bikers being hit by an automobile is much more likely with an increased risk of injury. The safety proposal and requirements you suggested during your last meeting should be more than sufficient for all. If our council members can not pass a simple thing like this, it may be time for a change. Golf carts are a safe and sustainable transportation alternative that have been driven in Webster Groves for many years without major incident and we would like to see them continue. They provide an easy way to get to restaurants, shops, and festivals when parking is limited thereby supporting the many wonderful amenities that Webster Groves provides. They are no more dangerous than bikes, e bikes, scooters and/or other forms of motorized and non-motorized transportation. The safety requirements you proposed in the last meeting are more than enough to ensure safe and responsible golf cart usage which we support. Please swiftly move forward with passing the ordinance allowing golf cart usage so we can get on to more important issues, such as, reducing the number of theft/crimes we all read about in the Webster Kirkwood Times! Golf carts are a safe transportation alternative, provide family fun, as well as social and environmental benefits. In fact carts are quite safe and use of an electric cart reduces emissions to zero. For local trips to the grocery market, convenience store or parks, cart use will help promote Webster Groves' 'Green' image and reduce wear and tear on our city streets. When you commit to taking a golf cart out instead of starting up the car, you will find yourself more apt to patronize local shops. Golf carts are far more affordable for the average local citizen, are low maintenance and have low operating costs, particularly in comparison to an automobile. Continuing to allow carts in Webster Groves can change our community in a positive way and set an example for others. We ask that you vote to continue to allow the use of golf carts in our community.
