It is somewhat ironic, if not a li le unse ling, that Council has given out a proclama on this evening to honor September as “Suicide Preven on Month” when 1) April is the highest month annually for suicides, but more importantly, 2) suicide is a na onal tragedy. In 2022, there were 49,000 suicides in America, the highest number ever recorded. That’s 1 suicide every 11 minutes in this country. And it’s happened right here in Webster Groves. A wonderful person named Donna McDonald worked for me at the then Ralston Purina Company. Her husband was Chip McDonald and they lived on Jefferson in Webster Groves, just a block and a half south of Lockwood. They had two beau ful daughters. Chip was mentally ill. He was a bi‐polar manic depressive, just as I am. He was a really good guy and a good friend. He kept a handgun locked up in his house for home protec on, like many residents do. Then one bright, sunny day, Chip took out his handgun, walked around the 1 corner to the Walter Ambrose Family Center playground, sat on the swings, put the gun in his mouth and blew his brains out. I relate to this story. I have been bi‐polar since high school but did not know it un l I finally went in and was professionally diagnosed at age 40. And for the last 30 years, now at age 70, I take 1,050 mg of lithium every morning to try to keep me balanced and even. But as my family, close friends and co‐workers know, even my meds don’t always work. My point tonight is that one thing that can help prevent suicides is that we each need to be our brother’s keeper. We need to simply be aware and watch out for each other. My wife, Barb, is my keeper, my watcher, for she is the first to no ce when I am swinging up or down and can catch and stop me. This is so important because the #1 reason most mentally ill people do not seek out help is because they think it is a sign of weakness. So it takes the care and vigilance of others to do so. This is why I am a member of the Sandy Hook Promise. Many mass public shoo ngs and mass school shoo ngs are commi ed by mentally ill people who turn such shoo ngs into suicide missions. Sandy Hook Promise teaches students and adults how to read the signs in people who may be mentally struggling and be a poten al danger to themselves and others so they can get them help. That’s all I wanted to say. We need to help each other. Thank you.” 2 Exhibit B Sewer Lateral Repair Program Todd Rehg, P.E. 1 History of the Program • April 1999 voters approved $28 fee • April 2016 voters approved $50 fee • Sewer Lateral fund negative balance in 2018 • Changed coverage to 70/30 2 Curent reimbursement 70/30 with maximums $3,500, up to $8,000 if in the street. 3 Current Fund Balance is $412,000 4 Projections over next 5 years: fund will continue to increase until year 6 when the new reimbursement starts to reduce the fund balance. 5 Recommendations: Increase coverage to 80/20 and maintain maximum coverages. Once the fund reaches $100,000, review reimbursement policy. 6 Questions? 7

B) For street improvements on each $100.00 of assessed valuation, a tax of $0.103 on residential property, a tax of $0.118 on commercial property and a tax of $0.181 on personal property. C) For the purpose of paying the City’s contribution to the retirement fund of the general and public safety employees of the City on each $100.00 of assessed valuation, a tax of $0.151 on residential property, a tax of $0.190 on commercial property and a tax of $0.200 on personal property. PASSED AND APPROVED this ________day of ____________, 2023. ____________________________________ Mayor ATTEST: _____________________________________ City Clerk RESOLUTION #2023-35 REVISING SEWER LATERAL REPAIR COST PERCENTAGE FORMULA RELATED TO THE SEWER LATERAL PROGRAM WHEREAS, the Sewer Lateral Fund has started to increase over the past several years, and the program currently covers 70% of the repair cost, with the property owner paying 30%; and WHEREAS, the Public Works Department recommends increasing the coverage to 80%, with the property owner paying 20%; and WHEREAS, the maximum coverage shall remain the same at $3,500, and up to $8,000, if repairs are in the street. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WEBSTER GROVES, that the above new sewer lateral fund formula will become effective with the adoption of this Resolution. REMARKS FROM THE COMMUNITY AND VISITORS Justin Miller, 720 Fairview, spoke about local speed zones. He asked why several high traffic area speed limits are set at 30 miles per hour -- instead of 25 miles per hour. Mayor Arnold stated that although this forum is not structured to be a conversation, she will follow up with Mr. Miller. Dave Buck, 124 S. Elm Avenue. UNFINISHED BUSINESS BILL #9232 THIRD READING On motion of Councilmember Bliss, seconded by Councilmember Richardson, BILL #9232 – AN ORDINANCE OF THE CITY OF WEBSTER GROVES, MISSOURI AUTHORIZING THE APPROPRIATION OF $682,900 FOR THE PURPOSE OF DEFEASING A PORTION OF THE CITY’S OUTSTANDING GENERAL OBLIGATION BONDS, PAYING CERTAIN COSTS OF SUCH DEFEASANCE AND AUTHORIZING CERTAIN OTHER ACTIONS IN CONNECTION THEREWITH, having been introduced and read twice on August 1, 2023, was taken up its title read a third time and placed upon its passage to become Ordinance #9232. Mayor Arnold called for the vote on Bill #9232. MEMBERS VOTING: AYES: BLISS, FRANKLIN, SMITH, ALEXANDER, RICHARDSON, HIXSON SHEPHERD, ARNOLD NOES: NONE Mayor Arnold stated that Bill #9232 was approved. 2 September 5, 2023 NEW BUSINESS CHARTER REVIEW ADVISORY BOARD UPDATE Jeanne Kirkton, Chair of the Charter Review Advisory Board, made a presentation to the Council. (Exhibit C) Mayor Arnold requested that the Charter Review Advisory Board present to the Council a report of the recommendations for the council to review by the October 17, 2023 Council meeting. Also, during the October 17, 2023 Council meeting, she would like to discuss how they will engage with the public. Mayor Arnold stated that she would like this item to meet the ballot deadline for the April 2024 election. DESIGNATION OF DEPUTY CITY CLERK SHELIA BRADLEY A motion was made by Councilmember Richardson, seconded by Councilmember Hixson Shepherd, to designate Shelia Bradley as the Deputy City Clerk. Mayor Arnold called for the vote to designate Shelia Bradley as Deputy City Clerk. MEMBERS VOTING: AYES: FRANKLIN, SMITH, ALEXANDER, RICHARDSON, HIXSON SHEPHERD, ARNOLD, BLISS NOES: NONE Mayor Arnold stated Shelia Bradley has been designated as the Deputy City Clerk. RESOLUTION #2023-36 AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY AND STATE OF MISSOURI EMERGENCY MANAGEMENT AGENCY FOR RECEIPT OF GRANT FUNDING, AND PURCHASE OF TWO PROPERTIES IDENTIFIED AS SUBSTANTIALLY DAMAGED, REPETITIVE LOSS, FLOOD-AFFECTED PROPERTIES Councilmember Smith made a motion, which was seconded by Councilmember Richardson, to approve Resolution #2023-36. Mayor Arnold called for the vote on Resolution #2023-36. PASSED AND APPROVED this _______day of ____________________ 2023. ________________________ Mayor _______________ City Clerk 4 Exhibit A Public Hearing 2023 Property Tax Rates Gregory Donovan Fiscal Planning and Performance Manager September 5, 2023 HOW PROPERTY IS ASSESSED • Real Property determined January 1 of ODD years. • Personal property determined January 1 EVERY year. • Vehicle market value determined by the NADA October issue. • Once appraised (market) value has been determined, the assessor calculates a percentage, based on classification, of that value to arrive at assessed value.
