Welcome to the regular meeting of the City Council. We welcome questions, ideas and
comments from persons in attendance. Members of the audience may, however,
comment only when recognized by the Mayor or Mayor ProTem if the Mayor is

AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE,
ON BEHALF OF THE CITY OF WEBSTER GROVES, AN EASEMENT
WITH THE METROPOLITAN SEWER DISTRICT (MSD)
RELATED TO THE AQUATIC CENTER
WHEREAS, the Metropolitan Sewer District, a Missouri corporation with offices located
at 2350 Market Street, St. Louis MO 63103 (MSD), has determined that it is a necessary
component of the new Water Park’s storm water management plan to put in place an easement to
the public storm water system upstream and downstream; and
WHEREAS, the City desires to cooperate with MSD in granting an easement subject to
certain terms and restrictions.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES, MISSOURI, AS FOLLOWS:
Section 1. The City Manager is hereby authorized to and shall, on behalf of the City,
execute an easement in a form approved by the City Attorney granting MSD a certain tract of land
being part of Lot 32 of Chouteau’s Subdivision of the Sarpy tract in U.S. Survey 1953, Township
44 N. – Range 6 E., City of Webster Groves, St. Louis County, MO, County locator 24K430331,
MSD #24MSD-00142, and as further outlined in Exhibit A, subject to those terms and restrictions
that protect use of all land at this location.
Section 2. This ordinance shall not be printed in the Code of Webster Groves.
Section 3. This ordinance shall take effect and be in force from and after its passage and
approval as provided by law.

AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS
OF THE CITY OF WEBSTER GROVES OF AMENDMENTS TO THE CHARTER OF THE
CITY, ALL OF WHICH SHOULD BE SUBMITTED TO THE ELECTORS AT THE
GENERAL ELECTION ON NOVEMBER 5, 2024, AND PROPOSING AMENDMENTS TO
ARTICLE 2 AND ADDING ARTICLE 16
WHEREAS, the Charter of the City of Webster Groves provides that the Charter may be
amended by the qualified electors of the City after adoption of an ordinance by the Council proposing
amendments; and
WHEREAS, the Charter provides that such amendments may be separately set out in the
submission, or in the alternative; and
WHEREAS, the Charter of the City of Webster Groves was approved by the electors on March
23, 1954; and
WHEREAS, the Charter further provides that the ordinance proposing any amendments and
calling an election shall be passed not less than sixty (60) days before the election; and
WHEREAS, the Council finds that the passage of time requires certain technical changes and
amendments to the Charter.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WEBSTER
GROVES, MISSOURI, AS FOLLOWS:
SECTION 1. It is hereby provided that at the General Election on November 5, 2024, the
following amendments to the Charter of the City of Webster Groves shall be submitted separately to
the electors of the City of Webster Groves for acceptance or rejection as follows:
A) Shall Section 2.4 of Article 2 of the Charter of the City of Webster Groves be amended
to allow changes in the monthly and annual compensation to be paid to each member
of the Council and Mayor, so that Section 2.4 shall read as follows:
Section 2.4 COMPENSATION
The compensation of each member of the Council shall be the sum
of $400 per month, not exceeding $4800 in any twelve consecutive
months. The compensation of the Mayor shall be $625 per month,
not exceeding $7,500 in any twelve consecutive months. No Council
member or the Mayor presently serving as such shall receive any
increase in compensation during the term for which the member is
now elected. Every four (4) years after the effective date of this
Section, the City Council shall review the compensation paid Council
members and the Mayor and may adjust the future levels by
ordinance. The Council may appoint a citizens’ commission to study
and recommend compensation adjustments to the Council. Any
change in compensation approved by this Section shall not take effect

during the term for which the members adopting such change are
elected. Council members and the Mayor may be reimbursed for
actual and necessary expenses incurred in the execution of their
office provided such reimbursements are approved by Council.
B) Shall the Charter of the City of Webster Groves be amended by adding a new Article,
Article 16 entitled Public Engagement, which shall read as follows:
ARTICLE 16 PUBLIC ENGAGEMENT
Section 16.1 PUBLIC ENGAGEMENT AS AN ESSENTIAL PART OF CIVIC
INFRASTRUCTURE
The City shall treat public engagement as an ongoing and integral
part of effective and trusted governance. The City shall utilize
contemporary means of information sharing across multiple
channels. The Departments of the City shall encourage collaboration
in public engagement efforts with other government jurisdictions and
authorities, anchor institutions, community-based organizations,
civic groups, and individual residents.
Section 16.2. PRINCIPLES OF PUBLIC ENGAGEMENT
To ensure public engagement centers on the needs and goals of the
community members, the City shall uphold the following principles,
using them as the basis of public engagement protocols:
A. Equity in engagement.
B. Accountability in engagement.
C. Transparency in engagement.
D. Accessibility in engagement.
E. Collaboration in engagement.
F. Evaluation of engagement activities.
Section 16.3 INSTITUTIONAL STRUCTURES TO SUPPORT AND
COORDINATE ENGAGEMENT
The City shall use existing structures to oversee, support, coordinate,
track and measure engagement on an ongoing basis. The City may
add new institutional structures or adapt existing structures if and
as needed. These structures could include, but are not limited to:
A. Council committees that include residents and other
stakeholders.
B. Departments or administrative positions.
C. Public engagement commissions.
D. Community advisory boards.
E. Youth commissions.

SECTION 2. Each proposition accepted by the electorate at the General Election on
November 5, 2024, shall be enacted and the Charter shall be amended to conform with each proposition
that is so accepted.
SECTION 3. The ballot to be used at the election shall be substantially in the following form
with such variations as may be deemed necessary by the Board of Election Commissioners of St. Louis
County:

SECTION 4. As required by the Revised Statutes of Missouri, as amended, the Board of
Election Commissioners of St. Louis County, Missouri, shall conduct the election provided for above,
and the Judges and Clerks who shall serve at each polling place established for the holding of such
election shall be those appointed by the Board of Election Commissioners.
SECTION 5. The election shall be held at such polling places as are designated by the Board
of Election Commissioners of St. Louis County, Missouri.
SECTION 6. The polls of the election will be opened at six o’clock A.M. and will remain
open until the hour of seven o’clock P.M. on November 5, 2024.
SECTION 7. The City Clerk is hereby authorized to publish notice of the election by
advertisement in a newspaper having general circulation in the City of Webster Groves, Missouri and
such notice shall be published three (3) times during the last three (3) weeks of the month of October
preceding the election.
SECTION 8. The Board of Election Commissioners of St. Louis County, Missouri, shall
certify the returns of the election to the City Clerk, who shall report the results to the City Council.
SECTION 9. The City Clerk is hereby directed to transmit a certified copy of this ordinance
to the Board of Election Commissioners of St. Louis County, Missouri for its information and guidance.
SECTION 10. This ordinance shall become effective from and after its passage as provided
by law.
SECTION 11. This ordinance shall not be printed in the Code of Webster Groves.

AN ORDINANCE AMENDING CHAPTER 60, ARTICLE VII,
SECTION 60.975, SCHEDULE H OF THE CODE OF WEBSTER GROVES,
“PARKING PROHIBITED”, TO RESTRICT PARKING ON VALLEY ROAD
WHEREAS, the Traffic Advisory Commission has recommended that new restricted
parking be established on Valley Road on certain days; and
WHEREAS, the City Council deems it to be in the best interest of public safety to enact
said recommendation into law.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF WEBSTER GROVES, MISSOURI, AS FOLLOWS:
Section 1. Chapter 60, Article VII, Section 60.975, Schedule H of the Code of Webster
Groves, “Parking Prohibited”, is hereby amended to create the following regulation:
Street Regulation
On both sides of Valley Road No parking on Trash Pick Up Days or Snow Days
Section 2. The City Manager is hereby authorized and directed to erect the appropriate
signs carrying out the intention of this ordinance.
Section 3. This ordinance shall be printed in the Code of Webster Groves.
Section 4. All ordinances or parts of ordinances in conflict herewith are hereby repealed.
Section 5. This ordinance shall take effect and be in force from and after its passage and
approval as provided by law.

AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH
NEOGOV FOR HUMAN RESOURCES SOFTWARE
WHEREAS, the City desires to enter into a contract for Human Resources
software; and
WHEREAS, the bid from NEOGOV, 2120 Park Place, Suite 100, El
Segundo, CA 90245, in the amount of $28,266.00, was determined to be the
most advantageous bid received in accordance with the specifications for the
above.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF WEBSTER GROVES, that the City Manager be authorized to accept
the bid of NEOGOV, and to enter into a contract, for the sum hereinabove set
forth, and to assure that all items constituting the bid are provided in accordance
with specifications.
BE IT FURTHER RESOLVED, that the funds for this purchase shall be

WHEREAS, the City desires to renew the Cisco Security Enterprise Agreement with
Insight Public Sector, Inc.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Webster Groves,
Missouri, that the City Manager is hereby authorized to enter into the renewal agreement
with Insight Public Sector, Inc., 13755 Sunrise Valley Drive, Herndon VA 20171, in an
annual amount not to exceed $31,594,22.
BE IT FURTHER RESOLVED, that funds for this purchase shall be paid from the General
Fund.

AUTHORIZING THE CITY MANAGER
TO ENTER INTO THE ANNUAL RENEWAL OF THE MAGNET
MAINTENANCE, SUPPORT, AND HOSTING FEE AGREEMENT
WITH COMPUTER SOFTWARE, INC.
WHEREAS, the City desires to enter into the annual agreement with
Computer Software, Inc., for MAGNET services; and
WHEREAS, Computer Software, Inc., 100 Highpoint Dr, Suite 104,
Chalfont PA 18914, will continue to provide their services related to MAGNET in
an amount not to exceed $29,165.40.
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE
CITY OF WEBSTER GROVES, hereby authorizes the City Manager to renew the
agreement with Computer Software, Inc.
FURTHERMORE, funds for this agreement shall be paid from the General
Fund.

RESOLUTION 2024-38
AUTHORIZING THE CITY MANAGER TO RENEW THE CONTRACT WITH
BRUNTRAGER AND BILLINGS, P.C., FOR CITY ATTORNEY
AND PROSECUTING ATTORNEY SERVICES
WHEREAS, the City desires to continue the attorney relationship it has developed with
Bruntrager and Billings, P.C. for City Attorney and Prosecuting Attorney legal services.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Webster Groves,
Missouri, that the City hereby extends its annual retainer of Bruntrager and Billings P.C.,
for City Attorney and Prosecuting Attorney for legal services, and authorizes the City
Manager to execute said contract on behalf of the City.
BE IT FURTHER RESOLVED, that funds for this renewal contract shall be paid from the
General Fund, and shall not exceed $138,000.00.

AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT TO
PURCHASE TWO NEW COMMAND VEHICLES
FOR THE FIRE DEPARTMENT
WHEREAS, the Fire Department has budgeted two new command vehicles; and
WHEREAS, Glendale Chrysler Jeep Dodge Ram, 10070 Manchester Rd,
Glendale, MO 63122, was the most advantageous bid received, in the total
amount of $106,093.87, for the two Dodge Ram Pick up Trucks.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES, that the City Manager be authorized to accept the bid of
Glendale Chrysler Jeep Dodge Ram, and to enter into a contract, for the sum
hereinabove set forth, and to assure that all items constituting the bid are
provided in accordance with specifications.
BE IT FURTHER RESOLVED, that funds for this purchase shall be paid from the
Capital Improvement Sales Tax Fund.
