Welcome to the regular meeting of the City Council. We welcome questions, ideas and
comments from persons in attendance. Members of the audience may, however,
comment only when recognized by the Mayor or Mayor ProTem if the Mayor is
absent. We ask that comments be limited to three minutes in order to complete the
agenda within a reasonable time. Comments concerning items not on the agenda should

AN ORDINANCE OF THE CITY OF WEBSTER GROVES, MISSOURI, AMENDING
CHAPTER 4, “BOARDS AND COMMISSIONS” BY ADDING A NEW SECTION
ARTICLE XXII – STORMWATER MANAGEMENT ADVISORY COMMISSION, AS
REFERENCED IN THE ATTACHED EXHIBIT A
WHEREAS, the City desires to establish a new section in Chapter 4, Boards and
Commissions, of the Code of Webster Groves, by adding a new section, “Article XXII –
Stormwater Management Advisory Commission” which will assist in the development,
implementation, and oversight of comprehensive stormwater management programs.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES, MISSOURI, AS FOLLOWS:
Section 1. Chapter 4, “Boards and Commissions”, is hereby amended by adding
a new section Article XXII Stormwater Management Advisory
Commission, as referenced in attached Exhibit A.
Section 2. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
Section 3. This Ordinance shall be printed in the Code of Webster Groves.
Section 4. This Ordinance shall become effective immediately upon passage and
approval.

Exhibit A
Stormwater Management Advisory Commission
This document outlines the proposed framework for a Stormwater Management Advisory
Commission, detailing its establishment, membership structure, and core duties and
responsibilities. The purpose of this commission is to provide expert advice and
recommendations to the City of Webster Groves on matters related to stormwater
management, aiming to enhance community resilience, respect for and protection of the
natural environment, protection of infrastructure and public safety.
Chapter 4 – Boards and Commissions
Article XXII. – STORMWATER MANAGEMENT ADVISORY COMMISSION
Sec. 4.1400. - Establishment
The Stormwater Management Advisory Commission (SMAC) shall be established by
ordinance of the City Council, pursuant to Chapter 4-Boards and Commission of the City
Code, to serve as an advisory body. Its primary function will be to assist in the
development, implementation, and oversight of comprehensive stormwater management
programs. The establishment of the SMAC underscores the governing body's
commitment to proactive and sustainable stormwater solutions, recognizing the critical
role of informed community input and technical expertise in addressing drainage, water
quality, and flood control challenges. The SMAC will operate under the guidance and
direction of the governing body, with administrative support from relevant municipal
departments.
Sec. 4.1401. - Membership
The SMAC shall be composed of a diverse group of individuals who possess relevant
expertise, community interest, and a commitment to effective stormwater management.
A. Number of Members: The Commission shall consist of a minimum of five (5)
members with two (2) alternates.
B. Appointment: All members shall be appointed by the governing body.
Consideration will be given to ensure representation from various sectors.
C. Qualifications: Ideal members should possess one or more of the following
qualifications or experiences:
1. Professional background in civil engineering, hydrology, environmental
science, urban planning, landscape architecture, government finance,
meteorology, geology, political science, law or related fields.
2. Knowledge of local stormwater issues, regulations, and best management
practices.
3. Representation from key community stakeholders (e.g., residents, business
owners, environmental advocacy groups, real estate development).
4. Demonstrated interest in public service and environmental stewardship.
5. Webster Groves residents preferred but not required.
D. Terms:
1. Initial appointments may be staggered to ensure continuity. For instance,
three (3) members appointed for a two-year (2) term, and two (2) members
for a three-year (3) term.
2. Subsequent appointments shall follow rules promulgated in Sec. 4.030.
Sec. 4.14.02. - Duties and Responsibilities
The Stormwater Management Advisory Commission shall have the following duties and
responsibilities:
A. Policy and Program Recommendations: Advise the City Council and relevant City
departments on the development, review, and amendment of stormwater
management policies, ordinances, and programs, including but not limited to:
1. Implementation of the Stormwater Management Plan
2. Capital improvement projects for drainage infrastructure.
3. Floodplain management regulations.
4. Green infrastructure initiatives.
5. Water quality improvement strategies.
6. Stormwater Management Best Practices
B. Budget Review and Prioritization: Review and provide recommendations on the
annual stormwater management budget, including proposed expenditures for
maintenance, operations, and capital projects. Assist in prioritizing projects based
on community need, technical feasibility, and funding availability.
C. Public Education and Outreach: Promote public awareness and understanding of
stormwater issues, the importance of proper stormwater management, and
opportunities for community involvement. This may include recommending
educational campaigns, workshops, and informational materials.
D. Regulatory Compliance: Monitor and evaluate the effectiveness of local
stormwater management programs in achieving compliance with state and federal
regulations (e.g., National Pollutant Discharge Elimination System - NPDES
permits).
E. Technical Review: Provide technical input and review on stormwater-related
development proposals, master plans, and other relevant documents, as
requested by the governing body or staff.
F. Performance Monitoring: Advise on metrics and methods for monitoring the
performance and effectiveness of stormwater management initiatives.
G. Community Engagement: Serve as a liaison between the community and the
governing body on stormwater concerns, facilitating public discourse and
gathering feedback.
H. Long-Range Planning: Participate in and provide input on long-range planning
efforts related to stormwater management, anticipating future challenges and
opportunities.
I. Annual Report: Prepare and present an annual report to the governing body
summarizing the Commission's activities, recommendations, and progress towards
stormwater management goals.
RESOLUTION #2025-33
A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE PERSONAL
PROTECTIVE EQUIPMENT FOR THE FIRE DEPARTMENT
WHEREAS, the Fire Department has an on-going process to maintain and provide
quality personal protective equipment; and
WHEREAS, the bid of Sentinel Emergency Solutions, 2900 Telegraph Rd, St.
Louis, MO 63125, in the amount of $57,000.00, for the personal protective gear,
was determined to be the most advantageous bid received in accordance with the
specifications.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES, that the City Manager be authorized to accept the bid of
Sentinel Emergency Solutions, and to enter into a contract, for the sum
hereinabove set forth, and to assure that all items constituting the bid are provided
in accordance with specifications.
BE IT FURTHER RESOLVED, that funds for this purchase shall be paid from the
Capital Improvement Sales Tax Fund.

AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH
NEOGOV FOR HUMAN RESOURCES SOFTWARE
WHEREAS, the City desires to enter into a renewal agreement with
NEOGOV Human Resources software; and
WHEREAS, NEOGOV, Dept LA 25067, Pasadena CA 91185, will provide
the software, in the amount of $30,339.18, in accordance with the specifications.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF WEBSTER GROVES, that the City Manager be authorized to enter into
a renewal contract with NEOGOV for the sum hereinabove set forth, and to assure
that all items constituting the contract are provided in accordance with
specifications.
BE IT FURTHER RESOLVED, that the funds for this purchase shall be paid
from the General Fund.

of $932,338.00 payable from the General Fund.

insurance policies: Public Officials Liability, Cyber Liability, Auto, and Commercial
Property premiums annualized amount of $402,412.00payable from the General Fund.

RESOLUTION #2025-37
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT
WITH EAST CENTRAL DISPATCH CENTER (ECDC) RELATED TO THE
ANNUAL PAYMENT SCHEDULE
WHEREAS, the City desires to renew the service agreement with ECDC for
FY2026; and
WHEREAS, the agreement shall not exceed the annual sum of $542,949.20.
Payment to East Central Dispatch Center, 7447 Dale Avenue, Richmond Heights,
MO 63117, will be made quarterly, paid upon receipt of each invoice.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES, that the City Manager is hereby authorized to disburse the
payments per the agreement to East Central Dispatch Center, in the amount of
$135,737.30 per quarter, and to assure that all items constituting the agreement
are provided in accordance with specifications.
BE IT FURTHER RESOLVED, that funds for these services shall be paid from
General Fund, GL Account #01-02-19-803.

AUTHORIZING THE CITY MANAGER TO RENEW THE CONTRACT WITH
BRUNTRAGER AND BILLINGS, P.C., FOR CITY ATTORNEY AND PROSECUTING
ATTORNEY SERVICES
WHEREAS, the City desires to continue the attorney relationship it has developed with
Bruntrager and Billings, P.C. for City Attorney and Prosecuting Attorney legal services.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Webster Groves,
Missouri, that the City hereby extends its annual retainer of Bruntrager and Billings P.C.,
for City Attorney and Prosecuting Attorney for legal services, and authorizes the City
Manager to execute said contract on behalf of the City.
BE IT FURTHER RESOLVED, that funds for this renewal contract shall be paid from the
General Fund, and shall not exceed $138,000.00.

COMPUTER SOFTWARE, INC.
WHEREAS, the City desires to enter into the annual agreement with Computer
Software, Inc., for MAGNET services; and
WHEREAS, Computer Software, Inc., 100 Highpoint Dr, Suite 104, Chalfont PA
18914, will continue to provide their services related to MAGNET in an amount not
to exceed $30,000.00.
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE
CITY OF WEBSTER GROVES, hereby authorizes the City Manager to renew the
agreement with Computer Software, Inc.
FURTHERMORE, funds for this agreement shall be paid from the General
Fund.
