Welcome to the regular meeting of the City Council. We welcome questions, ideas and
comments from persons in attendance. Members of the audience may, however,
comment only when recognized by the Mayor or Mayor ProTem if the Mayor is
absent. We ask that comments be limited to three minutes in order to complete the
agenda within a reasonable time. Comments concerning items not on the agenda should
be made during the Remarks of Visitors section of the agenda, near the beginning of the
meeting.

ORDINANCE #9283
AN ORDINANCE AMENDING THE CITY TRAFFIC CODE, CHAPTER 60,
ARTICLE XVI, SECTION 60.975, SCHEDULE H TO PROHIBIT PARKING AT ALL
TIMES ON THE EAST SIDE OF S OLD ORCHARD BETWEEN THE
INTERSECTION OF BIG BEND BOULEVARD SOUTH TO THE INTERSECTION
OF E LOCKWOOD AVENUE
WHEREAS, the Webster Groves Police Department and the Webster Groves Public
Works Department have determined parking on the east side of S. Old Orchard intersecting
with Lockwood Avenue and Big Bend Boulevard creates unsafe traffic conditions; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES, MISSOURI, AS FOLLOWS:
Section 1. Section 60.975, Schedule H, of the Code of Webster Groves is hereby
amended to Prohibit Parking At All Times on that portion of S Old Orchard Avenue as
follows:
a. Parking along the east side of S Old Orchard Avenue from the intersection of Big Bend
Boulevard south to the intersection of E Lockwood Avenue (opposite of Gazebo Park) shall
be prohibited; and
Section 2. This ordinance shall be printed in the Code of Webster Groves.
Section 3. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
Section 4. The City Manager, or her designee, is hereby authorized and instructed
to take such action as is necessary and appropriate to implement these
parking restrictions.
Section 5. This ordinance shall take effect and be in force from and after its
passage and approval as provided by law.

BILL #9282 - THIRD READING
On motion of Councilmember Hasemeier, seconded by Councilmember Franklin, BILL #9282-
AN ORDINANCE DEFINING THE PAY GRADES OF THE CLASSIFIED AND
UNCLASSIFIED SERVICE OF THE CITY OF WEBSTER GROVES, FIXING THE
COMPENSATION FOR EMPLOYEES IN SAID CLASSIFICATIONS, AND
REPEALING ORDINANCE #9254, having been introduced and read twice on June 3, 2025,
was taken up by its title and read a third time and placed upon its passage to become Ordinance
#9282.
Mayor Arnold called for the vote on Bill #9282.

Councilmember Alexander made a motion, which was seconded by Councilmember Smith, to
approve Resolution #2025-27.
Mayor Arnold called for the vote on Resolution #2025-27.

BILL #9283 – FIRST & SECOND READING
Councilmember Franklin introduced Bill #9283 - AN ORDINANCE AMENDING THE CITY
TRAFFIC CODE, CHAPTER 60, ARTICLE XVI, SECTION 60.975, SCHEDULE H TO
PROHIBIT PARKING AT ALL TIMES ON THE EAST SIDE OF S OLD ORCHARD
BETWEEN THE INTERSECTION OF BIG BEND BOULEVARD SOUTH TO THE
INTERSECTION OF E LOCKWOOD AVENUE, and at the Councilmember’s request, the bill
was read twice, first and second times by title only and placed on the agenda for future
consideration of the Council.
CONSENT AGENDA
Prior to a motion to approve the Consent Agenda, Councilmembers Hasemeier and Hixson
Shepherd asked about the lighting plans for Crossroads as related to Resolution #2025-31.
Director of Public Works, Sinan Alpaslan, said lighting would match Old Orchard’s decorative
lighting. The lights will be LED and downward facing. Light pollution can be controlled with
adjustable lighting.
Councilmember Bliss made a motion, seconded by Councilmember Franklin, to approve the
Consent Agenda.
Mayor Arnold called for the vote on the Consent Agenda.

RESOLUTION #2025-32
Authorizing the City Manager to Enter into a Parking Lot Lease Agreement with
the First Congregational Church of Webster Groves
WHEREAS, the City of Webster Groves currently leases the parking lot behind
the First Congregational Church of Webster Groves; and
WHEREAS, both the City and the First Congregational Church of Webster
Groves desire to commit to a three and a half year lease beginning on July 01, 2025,
and ending on December 31, 2028.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES:
1. That the City Manager is hereby authorized to enter into an agreement
with the First Congregational Church of Webster Groves; and
2. This lease will begin on July 01, 2025, and end on December 31, 2028,
BE IT FURTHER RESOLVED, that the lease payments will be paid by the Old
Webster Special Taxing District and the City of Webster Groves.
