Approval of Minutes – A motion to approve the October minutes was made by Julia
Leenig, seconded by Alison Kinderfather, and unanimously approved.
Visitor Comments
Dave Buck, a Webster Groves citizen, shared his personal view of the Crossroads
Business District.
Streetscape Project
CBB Transportation Engineers and Planners (St. Louis County’s selected engineers for
the project) and the Webster Groves Public Works Department will attend the January
Commission meeting to discuss conceptual aspects of the project concepts with
Commission Members. Information on lighting options and parameters will be available.
Paper copies of two documents regarding the Crossroads Commission are available to
Commission Members at City Hall; the 1998 Booker Study and the 2005 Brand
Guidelines. The documents are not available online. The current Streetscape Project is
consistent with both documents. Once the project is completed, ownership of Big Bend
Boulevard will remain with St. Louis County, but Webster Groves will have the right of
way on the surrounding sidewalks and curbs through the District.
Trick or Treat Event Feedback
First year for the event in the District; was a basic start, chilly rainy weather contributed
to a slow turn out, hopefully more businesses will participate next year.

Commission 2024 Meeting Schedule
The Commission will continue to meet at 8:05 AM on the third Wednesday of the month
except for December; dates are January 17, February 21, March 20, April 17, May 15,
June 12 (moved for Juneteenth Holiday), July 17, August 21, September 18, October
16, November 20, no meeting in December.
Officer Elections
Commission Officer Elections for Chair and Vice Chair will take place in January; going
forward, elections will be held each January.
Business Development Commission (BDC) Update
The next Business Coffee will be held in February, 2024. Going forward, the BDC plans
to hold two coffees a year; February and August.
District/City/Council Update
• The Charter Review Advisory Board’s report to City Council is available on the
City’s website at https://www.webstergrovesmo.gov/70/Charter-Review-Advisory-
Board City Council will determine which recommendations, if any, will be on the
April 2024 ballot.
• In December City Council will finalize the projects, in addition to the aquatic
center project, for the Parks & Recreation “Destination Webster Groves” no-tax
$22M bond issue that will be on the 2024 April ballot.
• A tool showing the breakdown of property taxes is available on the City’s
website; https://www.webstergrovesmo.gov/101/Property-Tax
• Highway 61 Roadhouse in the Old Orchard Business District has new ownership.
• 23W in the Old Webster Business District is now open.
