Staff REGULAR MEETING : 1. Approval of October 11, 2022 Minutes – motion to approve by Jane Porchey; second by Angela Thompson 2. Visitor comments – None PUBLIC HEARINGS : None NEW BUSINESS: TO VIEW THE FULL TEXT OF ORDINANCES, RESOLUTIONS, AND MINUTES, PLEASE CLICK THEIR TITLES. Pg 1 Public Information Session – Lustron Homes and Potential Historic District Nomination Anne Halvachs opened the meeting and described the Historic Preservation Commission duties and the purpose of the public information session and potential historic district nominations. Anne explained the HPC function is to protect, enhance and promote historic district structures and land in Webster Groves. Carol Duenke discussed the benefits and frequently asked questions in regards to Historic Designation. She pointed out this presentation was for the City of Webster Groves designation not the purpose of State or Federal designation. Angela Thompson provided a brief summary on how Lustron Homes were constructed, production and financing. The financing mimicked the auto industries making it difficult to achieve financing. She explained that it was very costly which caused most banks to opt out of providing the financial loans. This caused the Lustron Home Company to do the financing themselves. She explained that most went through the federal government which they loaned 37 million dollars right after the war. But unfortunately, due to the high cost and financing issues eventually the Lustron Home corporation closed and converted back into defense production. Mara Perry spoke on the research and documents available on the City of Webster Groves website. She also, explained the duties of HPC and the criteria for elevation for the national register of historic places. Mara supplied the timeline and notification criteria that’s needed for nomination. Motion to close meeting Jane Porchey second by Sue Indelicato; passed by unanimous vote 6-0.
