Engagement from Kevin Sombart about the Community reception of his
Officer Fred Bell position, Officer Bell indicated that the feedback he has
received from the community has been largely positive.

Presentation by Summary of his job description and summary of the COP
Captain Perks (Community Oriented Policing) positions with in the Webster
Groves Police Department. Spoke of the positive reception of
National Night Out and briefly discussed how the public was
able to contact the police department to schedule an officer
to attend an event.

RP By DC of Chief Dale Curtis provided background and context of the
Recent WGPD incident by showing 4 videos of actual incidents where
Felony Stolen similar stops have had dire consequences and why officers
Vehicle Stop must use assertive tactics on Felony Vehicle Stops. Chief
Curtis then gave a summary of the circumstances of the
actual incident.
The board proceeded to ask general questions regarding the
stop a summary as follows.
Discussion Dr. Scott Grosch - Was the License Plate Reader (LPR)
accurate?
Chief Curtis: Yes, the reader was accurate, the information
entered by another agency was later determined to be
incorrect.
Katy Miller - Does the WGPD require de-escalation training?
Chief Curtis Yes, WGPD includes de-escalation as part of
multiple types of training
Kevin Sombart – How many Officers were on the scene in
question? Chief Curtis Four WGPD Officers
Karen Alexander – When did the original officer know
something was “not quite right” with the information he was
being provided?
Chief Curtis Approximately 25 minutes into the stop.
Katy Miller – How much of what was reported on social media
was correct?
Chief Curtis – We have no real way of knowing what was
reported on what types of social media but it appears there
was some truth and some misinformation at least on
Facebook

Discussion of Kevin Sombart lead discussion regarding who responds to
PCEB Response inquiries and if it is appropriate for board members to
to Specific respond to ‘rumors” on social media. It was surmised that

interest for individual board members to respond to

reasons including Sunshine review.
Discussion John Thomas – Is their information regarding the Community
Engagement Board on the City website?
Chief Curtis – Yes, the minutes are available much the same
as the other city committees
Conclusions Gerry Welch suggested the board create a plan to
communicate and suggested that the city attorney was
invited to a meeting to review Open Meeting Sunshine Law
but no individual was tasked with the plan

Discussion Should an article be submitted it Webster Kirkwood Times

form of communication depending on the demographic.
