Dr. Scott Groesch volunteered to be a participant in MILO scenarios and was suited with a duty belt and applicable equipment. Capt. Greg Perks gave general instructions on how the various weapons are used and how to access them from a duty belt. First scenario driving while intoxicated stop various models. Second scenario domestic disturbance with an emotionally disturbed person. Capt. Perks briefly critiques Dr. Groesch’s response to each situation. John Thomas volunteered for the next two scenarios and was suited with a duty belt and general instruction on weapons and access was given. First scenario traffic stop with right side approach. Subject was armed, trainee failed to recognize a weapon was present and was subsequently fired upon in scenario. Second scenario active shooter in a school. Trainee showed quick response and Capt. Perks reviewed the recording of the interaction showing how the system is utilized for training. General discussion of interactions and how officers are trained to handle different situations. Conclusions minutes Action Items Person Responsible None Agenda Item 6 Review of PCEB Survey for any Corrections and Modifications Discussion Kevin reviewed why the questions are being revised again. The survey questions that were revised by John Thomas were reviewed and existing questions on the City of Webster Groves website police department survey discussed. Questions were revised to provide more true engagement questions. Revisited the possibility of active survey at presentations. The goal of the board and the survey should be engagement between the P.D. and the community. Conclusion Board should define 10 questions Possibly rethinking using “Slido” for real-time interactions during presentations. Action Items Person Deadline Responsible Kevin will confer with Mayor Welch regarding Kevin Sombart possible funding for “Slido” at presentations Agenda Item 7 Review of Local Organizations for possible engagement and survey distribution Discussion Organizations with in the geographical boundaries of the 5 designated areas of Webster should be sought out. Business owners, and Chamber of Commerce should be communicated with but all possible interaction should be minutes limited to 5 initial outreached to start with to avoid spreading the Board too thin. She reviewed the scope of questions that will be asked. While the board is not limited in their ability to participate, in general board did not find that participating as a group would be beneficial. Individual members are free to participate if they are interested. Eric Hayes Observers in attendances included but were not limited to: Council Person Bud Belomo Grace Moody minutes *Off Agenda item Chief Curtis reviewed the video of a recent interaction with a Webster Groves Police Officer and stopped/fleeing subject that had generated a lot of questions and comments on social media. Audio from Body Camera and Video from in car video were displayed. Review of footage was done as a courtesy for the board.
