Welcome new PCEB members Emerson Smith (City Council) and introductions
Discussion Introduction of Council Member Emerson Smith as new Council Liaison and Paul
Detrich Consultant and Business Owner Representative. High School representative
Sloan Carfield will begin in August and there is still an opening for a Webster
University Representative.

Report on meeting with N. Webster Coalition and plans for follow up
Lexi O’Brien gave a brief overview of the PCEB’s 15-minute presentation to the
Discussion North Webster Neighborhood Association. Emerson Smith, Kevin Sombart, Lexi
O’Brien, and Rev. Eric Hayes were in attendance. The PCEB members handed out
literature and sought input from those in attendance. The e-mail address for the
PCEB was given out and has received no correspondence from attendees as of this
meeting.

Update/News from Chief Curtis
Chief Curtis provided an explanation as to why the 360 LPR technology was
Discussion discontinued citing a disproportionate effect on minorities and those of lower
socioeconomic means.
He further explained that the new in-car camera systems will offer a front and back
LPR capability that may be used for felony wants and warrants as well as for tracking
stolen vehicles or vehicles used in the commission of a crime.
Chief Curtis reviewed the preliminary disparity rate that will be released by the
Missouri Attorney General’s office indicating a potential reduction in the City’s Black
Population and consequent rise in Vehicle Stop disparity numbers.
Lexi referenced a study she saw from Washington University that she will attempt to
find and present to the Board at a later date. Lexi also raised the question to the
Board of how the PCEB can address the regional perspective of policing and public
safety in light of recent police pursuits in other jurisdictions. Chief Curtis briefly
reviewed the WGPD pursuit policy.

Updates/Discussion from Board members
• Mapping of duties based on revised ordinance (Lexie) - Kevin suggested
Discussion Work Sessions to map out duties as the new ordinance contains a vast list of
duties of the board. Kevin reminded the board that the sunshine provisions
must be followed. Lexi will put together a calendar with collaboration. A
$1000.00 budget was set by the City Council for necessities.
Webster University for school year 2022/2033 (Scott) - Tabled
City of Webster Groves/PCEB landing page (Kevin) - Tabled
Webster Kirkwood Times (Katy via email) - Katy communicated with Jamie
Mowers from the WKT to do an article on the PCEB and their functions.
Emerson Smith suggested that the board be cautious of anything presented
to the WKT due to their toxic nature of late. Kevin suggested that the Board
produce and provide all information being presented to the journalist and not
provide interviews. Emerson suggested that all questions be presented in
writing beforehand and the Board can respond accordingly.
MCU (Katy via email) • Any additional updates/ - Katy will contact Metro
Congregations United. An unnamed attended via Zoom will provide contact
information. Paul noted that the Pastor at his church is the Chairperson for
the MCU and he can also provide contact information.
Centron contacted local Scouting groups who are excited to meet with the
Police Department but the groups are on summer break and will not meet
again until August. Contact will be made again once in session.
